Information and Communication Technology Officer – Agricultural and Rural Development Authority (ARDA) 376 views

Reporting to the Chief Executive Officer, the successful incumbent will be responsible for managing the Authority’s Information Technology and Computer Systems. This is a three (3) year Renewable Contract, based on performance.

This position offers an opportunity for transforming this Strategic Organisation trough unified communication and the integration of telecommunications, computers as well as the necessary enterprise software.

The ICTO shall oversee, the planning and implementation of the Information and Communication Technology (CT) function which include but is not limited to: –

Duties and Responsibilities

• Developing an integrated Information and Communication Technology (ICT) Strategy/ Plan  includes a comprehensive and transformational ICT approach that integrates all ARDA operations and business processes;
• Spearheading the roll-out of a comprehensive ICT program in Erie with ARDA’s Strategy and Vision with the Authority’s Accounting System being a priority;
• Ensuring all the Authority’s Business Units are adhering to ICT Policies;
• Assisting in the rebranding of the Authority by leveraging on ICTs;
• Assisting the Authority in leveraging on ICT to improve on operational efficiencies and competitiveness;
• Recommending and implementation of an ICT Systems Infrastructure that corrects all ARDA Operations and allows for online real-time review and reputing;
• Re-designing and/or development of ARDA Website;
• Regular updating and maintaining of ARDA Website content;
• Identification and Management of CT Risks; Instating, maintaining, upgrading, and repairing the Authority’s ICT software and hardware; Acquisition of all the required/ necessary hardware and software as well as maintaining an inventory of all the computer hardware and software, including the licenses.
• Conducting regular training to all staff on the use of various ICT Hardware and Software systems

Qualifications and Experience

• Knowledge of cloud infrastructure and Enterprise Resource Planning (ERP) systems; Ability to diagnose ICT related problems; Ability to think both creatively and strategically;
• deadline-oriented, inquisitive, with great follow-up and reporting skills; #vacancymailUnderstanding of E-commerce tools and their application; Project and budget management skills; and Experience in managing various Accounting Packages/ Software.

• Minimum of a Bachelor’s Degree in Computer Science or Information Systems from a recognized University;
• An MSc in a related field an MBA will be an added advantage; Candidates should have a minimum of five (5) years traceable hands-on experience in ICT Management, preferably in the Agricultural Industry;
• Higher level of professionalism and demonstrable ability to handle confidential information; aid Strong organizational skills that reflect the ability to perform and prioritize multiple tasks.
