JOB: CHIEF COMPLIANCE OFFICER ( I POSITION)
GRADE: 5
REPORTS TO: HEAD: PROCUREMENT MANAGEMENT UNIT
JOB PURPOSE
The Chief Compliance Officer ensures that all procurement activities meet the requirements of the Public Procurement and Disposal of Public Assets Act (Chapter 2223), Council resolutions and any other policies relating to the operations of the Procurement Management Unit.
KEY RESULT AREAS
- Ensures that the organisation’s statutory du-ties, obligations and its objectives in respect of procurement are achieved on time and within budget, to ensure minimum risk.
- Ensures effective data management systems, policies, processes and programmes to provide assurance of ongoing statutory and regulatory compliance and delivery within budgets whilst providing for a high level of internal and external customer satisfaction.
- To be the responsible person for the day-to-day operational delivery of the Procurement Management Unit’s statutory compliance function ensuring delivery of a first class quality and value for money support and compliance monitoring service.
- To manage and mitigate Procurement Management Unit’s approach to procurement , ensuring effective monitoring and reporting systems are in place to capture, monitor and mitigate against risk
- Timely generation of compliance and accepting reports to the Head Procurement Management
University degree in Business Administration/Supply Chain Management/Procurement/LawAtleast 5 years post qualifying experience, at middle management levelPost graduate qualification in management(e.g. MBA,MBL or MSc) or Diploma in CIPS/CIS and audit or legal experience will be an added advantageA clean class 4 driver’s licence is a must.Written applications with a detailed cv including certified copies of professional certificates should be submitted to
