Job Summary

Reporting to the Monitoring and Evaluation Manager, the job incumbent will be responsible for providing the technical support in identification, designing of key performance indicators, targets for projects and programs, revision of the projects objective hierarchy and log-frame matrices, statistical analysis, database administration, tracking performance of the Agency programmes, projects and activities and any operational activities that arise from monitoring and evaluation duties.
Duties And responsibilities
- Identifying and designing key performance indicators and targets for each project/program components and for each level of the objective hierarchy.
- Reviewing existing M&E, management information systems of the Agency and implementing partners.
- Revising the projects objective hierarchy and log-frame matrix, (activities, processes, inputs, outputs, outcomes and impacts).
- Determining information needs of project management, implementing departments/ partners and primary stakeholders, the cooperating institution and funding departments/ agencies.
- Designing the formats and procedures for operational monitoring.
- Reviewing monitoring reports to assess interim impacts and identify causes of potential bottlenecks in implementation
- Drawing up the ToRs for specific evaluation studies.
- Analysing reports prepared by provinces, sections and departments or implementing partners and preparing consolidated progress reports for use by management.
- Training of staff on M and E
- Database design and development
- Storing, organising and managing data
- Testing and modifying databases to ensure that they operate reliably
- Identifying relationships and trends in data, as well as any factors that could affect the results of evaluation
- Identifying statistical methods and procedures used to obtain data in order to ensure validity, applicability, efficiency and accuracy.
- Applying sampling techniques or utilizing complete enumeration bases in order to determine and define groups to be surveyed.
Qualifications And Experience
- Degree in monitoring and evaluation, statistics or any other relevant qualification from a recognised institution.
- At least two (2) year experience in the field.
- Good analytical skills
