About
HelpAge Zimbabwe (HAZ) through the support from CBM Global will be implementing the ‘Improving Vision for Communities in Zimbabwe’s Midlands Province, by Strengthening Eye Health services’ Project. HAZ is a formally registered Non-Governmental Organization (WO/89) established in 1989 to work with and for older persons in Zimbabwe. HelpAge Zimbabwe has a national mandate to promote healthy aging and promote the fulfillment of Older Persons’ (Ops) rights to nutrition, health, dignity, shelter, social security, property, inheritance and work. Recognizing that Older Persons constitute an integral part of the wider Zimbabwean community, HelpAge Zimbabwe has over the years strategically expanded its scope to include other vulnerable community members namely women, children, and persons with disabilities. HelpAge Zimbabwe seeks to significantly contribute towards reduction of socially induced poverty and deprivation by delivering comprehensive rights-based development initiatives that address economic and social inequalities at various levels. The work of HelpAge Zimbabwe continues to achieve positive impacts in policy reform and life transformation through fostering social equity, inclusion and empowerment of targeted communities. Broadly, HelpAge Zimbabwe ascribes to a beneficiary-sensitive approach and adaptive programming to ensure sustainable graduation from poverty and breaking intergenerational transmission of poverty. HelpAge Zimbabwe is a child-safe organization and promotes safeguarding of adults at risk as well. Core purpose
The Project Coordinator responsible for Midlands Inclusive Eye Health Project shall coordinate such project activities designed to strengthen the health delivery system necessary for the provision of quality inclusive health services in the province. He / She shall work closely with the Ministry of Health and Child Care and other key stakeholders to empower communities to access eye health services at both district and provincial levels. The Project Coordinator shall conduct all relevant promotive, preventive and treatment interventions targeting a wider range of eye conditions ranging from low vision, moderate visual impairment to severe visual impairment and bilateral blindness as specified within the project entitled “Improving vision for communities in Zimbabwe’s Midlands Province.” Supported under the CBM Global Inclusive Eye Health Programme.
Duties And Responsibilities
The tasks and responsibilities
Project Implementation
Reports directly to the HelpAge Zimbabwe Programme Manager or any other designated official both at HelpAge Zimbabwe or Christian Blind Mission Global; Work closely with Ministry of Health and Child Care and other stakeholders in coordinating and supporting Inclusive Eye Health project activities for Midlands Province; Coordinates the provision of technical and logistical support at the base hospital and district health centers through overseeing event management such as: i)training of health personnel; ii) all eye camp outreach activities; iii) screening for low vision and cataract; iv) dispensing of spectacles; v) Awareness raising events; vi) All other project related events; Generate lists of patients as required by the Ophthalmologist; Managing allocated project resources and maintenance of accurate records of procured stocks; Support the beneficiary feedback mechanism processes ensuring the loop is completed; Manage the logistics of patients’ referral to the secondary and tertiary eye services centers; Provide relevant support to Ophthalmic Nurses in adult and pediatric sections of the eye health centres; Promote the engagement of Organizations of Persons with Disabilities (OPDs) in programme planning, monitoring, and implementation; Facilitate the compilation of eye unit requirements (i.e quantities and specifications of consumables, instruments and equipment) as planned under the project; Support Programmers Manager and finance manager in procurement processes in compliance with the HelpAge Zimbabwe and CBM procedures manuals; Assist Ophthalmologist in scheduling / setting up appointments for patients at base hospital and outreach eye camps for surgery; Support other project – initiated activities as may be requested by the Ophthalmologist and/or Programmes Manager; Prepare activity reports on a monthly basis or quarterly or semi-annual basis.
Documentation
Collect, manage and maintain individual eye patients’ data in line with hospital guidelines and donor requirements; Enter patient data using systems and templates provided for analysis; Produce statistical reports as required by Provincial Medical Director, Ophthalmologists and / or HelpAge Zimbabwe in a timely manner; Oversee the collection of human-interest stories for project impact measurement.
Quality management
Support Programme priorities and ensure implementation of CBM quality assurance processes tools and PQS; (cataract surgeries, refractive errors, glaucoma, and low vision services; Administer patient satisfaction surveys and share summary of findings with HelpAge Zimbabwe on a regular basis.
Aging and disability inclusion
Liaise with OPDs to conduct accessibility audits at eye units and coordinate relevant refurbishment works to ensure accessibility by older persons and persons with disability; Facilitate the administration of Washington Group of questions among the patients; Ensure strict adherence to safeguarding principles during delivery of project activities.
Administration
General staff supervision at sub-office level in the Midlands Province; Managing the protocol of in-coming and out-going communication in close liaison with the Programmes Manager; Facilitate / support the process of procurement and ensuring custom clearance of any goods imported in the framework of the project; Maintain accurate records of stock, instruments and equipment procured by the project in liaison with the eye unit pharmacy department, assist the Ophthalmologist to manage stock i.e consumables by advising on stock levels and expiry dates; Conduct any other duties as assigned by the HelpAge Zimbabwe Programme Manager or Executive Director / CBM Programmes Officer.
Qualifications And Experience
Qualifications
Degree (or equivalent) in Public Health, Eye health, Development Studies, Social Studies or other relevant field; At least 5 years work experience in public health / eye health sector and project management; Experience of designing / managing eye health or health systems strengthening programmes at district, provincial and national levels; Experience in working with People with Disabilities is highly desirable; Strong knowledge on safeguarding of children and adults-at-risk; Extensive knowledge and experience in programme management with international organizations; Excellent planning, multitask and time management skills; A sound understanding of project monitoring and evaluation; Experience in working with Government institutions and civil society organizations.
