Project Title: Improving vision for communities in Zimbabwe’s Mashonaland Central Province
Location: Mashonaland Central

About HelpAge Zimbabwe
HelpAge Zimbabwe (HAZ) is a formally registered Non-Governmental Organization (WO/89) established in 1989 to work with and for older persons in Zimbabwe. Over the years HelpAge Zimbabwe has consolidated its national and regional influence to promote healthy ageing and the fulfillment of Older Persons’ (Ops) rights to nutrition, health, dignity, shelter, social security, property, inheritance and work. As an affiliate to HelpAge International (HAI) a global network of 200 organizations in over 70 countries HelpAge Zimbabwe has mobilized international experience to deliver significant impacts for Older Persons at National level. Recognizing that Older Persons constitute both an active human resource and an object for social development the scope for HelpAge Zimbabwe has strategically expanded to include other vulnerable community members namely women, children and those with disabilities.
Basic function
The Project Officer responsible for Mashonaland Central Inclusive Eye Health Project shall coordinate such project activities designed to strengthen the health delivery system necessary for the provision of quality inclusive health services in the province. He/She shall work closely with the Ministry of Health and Child Care and other key stakeholders to empower communities to demand eye health services at both district and provincial levels. The Project Officer shall conduct all relevant promotive, preventive and treatment interventions targeting a wider range of eye conditions ranging from low vision, moderate visual impairment to severe visual impairment and bilateral blindness as specified within the project entitled “Improving vision for communities in Zimbabwe’s Mashonaland Central Province.” Supported under CBM Inclusive Eye Health Programme.
Summary of responsibilities
- Reports directly to the HelpAge Zimbabwe Programme Manager or any other designated official both at HelpAge Zimbabwe or Christian Blind Mission;
- Work closely with Ministry of Health and Child Care and other stakeholders in coordinating and supporting Inclusive Eye Health project activities for Mashonaland Central Province;
- Contribute towards development of relevant data collection tools for project analysis;
- Collection and management of project data using systems and templates provided for analysis;
- Ensure quality of service delivery through administering surveys, sharing summary of findings on a monthly basis and addressing problem issues that arise in relation with project activities;
- Managing allocated project resources and maintenance of accurate records of procured stocks;
- Coordinates the provision of technical and logistical support at the base hospital and district eye units through overseeing event management e.g. training of staff, all eye camp outreach activities, eye screening and managing the protocol of in-coming and out-going communication;
- Supports the monitoring and evaluation of project activities within the province;
- Implementation of project activities and compilation of best practices and stories of change, human interest stories or impact stories for submission to the Programmes Manager;
- Collect, manage and maintain individual eye unit patients’ data according to Government hospital guidelines and donor requirement;
- Enter patient data using systems and templates provided for analysis;
- Generate lists of patients as required by the Ophthalmologist;
- Produce statistical reports as required by Ophthalmologists and/or Project Officer in a timely manner;
- Support programme priorities and ensure implementation of CBM quality assurance processes tools and PQS; (cataract surgeries, refractive errors, glaucoma, low vision services) (cataract surgeries, refractive errors, glaucoma, low vision services);
- Administer patient satisfaction surveys and share summary of findings with Ophthalmologist and Project Officer on a monthly basis;
- Support the addressing of patient complaints brought to your attention;
- Manage the logistics of patients’ referral to the eye unit;
- Provide relevant support to Ophthalmic Nurses in adult and pediatric sections of the eye health centres;
- Promote the engagement of Organizations of Persons with Disabilities (OPDs) in programme planning, monitoring, and implementation;
- Maintain accurate records of stock, instruments and equipment procured by the project;
- In liaison with the eye unit pharmacy department, assist the Ophthalmologist to manage stock i.e. consumables by advising on stock levels and expiry dates;
- Facilitate the compilation of eye unit requirements (i.e. quantities and specifications of consumables, instruments and equipment) as planned under the project;
- Support Programmes Manager in procurement processes in compliance with the HelpAge Zimbabwe and CBM operating standards;
- Prepare activity reports on a monthly basis or quarterly or semi-annual basis;
- Assist Ophthalmologist in scheduling/setting up appointments for patients base hospital;
- Facilitate/support the process of custom clearance of any goods procured in the framework of the project;
- Support other project initiated activities as may be requested by the Ophthalmologist and/or Programmes Manager;
- Conduct any other duties as assigned by the HelpAge Zimbabwe Programme Manager or Executive Director/ CBM Programmes Officer.
Desired qualifications skills and competencies
- Degree (or equivalent) in Public Health, eye health, Development Studies, Social Studies or other relevant field;
- At least 5 years work experience in public health/eye health sector and project management;
- Experience of designing/managing eye health or health systems strengthening programmes at district, provincial and national levels;
- Good computer skills (MS Word, Excel and PowerPoint);
- Excellent communication, presentation social, reporting and training skills;
- Experience in working with People with Disabilities is highly desirable;
- Excellent networking, coordination and partnership building skills;
- Ability to work under pressure with minimum supervision;
- Strong knowledge on safeguarding of children and adults-at-risk;
- Extensive knowledge and experience in programme management with international organizations;
- Excellent planning, multi task and time management skills;
- A sound understanding of project monitoring and evaluation;
- Experience in working with Government institutions and civil society organizations.
