Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Senior Program Manager – DREAMS Program. Zim-TTECH’s activities occur primarily in the technical areas of health system strengthening, health workforce development, operations research and evaluation, prevention, care, and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) Program. ZimPAAC DREAMS consortium comprised of three local partners implements DREAMS activities in four districts in Matabeleland North Province (Bubi, Nkayi, Tsholotsho and Lupane). The contract of employment is renewable yearly subject to availability of funding and satisfactory performance of the candidate.
Position summary
The position provides programmatic leadership to ZimPAAC DREAMS consortium partners in line with the National HIV / AIDS / DREAMS program. The position reports to the Zim-TTECH Head of Programs and the duty station is ZimPAAC Bulawayo office with an expectation to travel frequently to the four DREAMS districts.
Responsibilities
Lead Zim-PAAC DREAMS consortium capacity building activities including monitoring performance of the various cadres (Program Coordinator, Program Officer, DREAMS Team Leads, DREAMS SIE Manager, DREAMS SIE Coordinator etc) to ensure layering with fidelity of DREAMS across all interventions; Lead Consortium DREAMS activities implementation with fidelity at various levels such as health facility level inclusive of safe spaces and safe hubs; Lead program staff in activities that contribute towards meeting MER and related custom indicators targets; Work closely with staff in the National DREAMS program to support development of capacity of various cadres of DREAMS staff, health care workers, community health care workers and lay cadres to provide quality layered DREAMS services; Provide appropriate and updated program input in the development and adaptation of various PEPFAR approved curricula and training material; Serve as ZimPAAC representative in engaging DREAMS stakeholders inclusive of the funders, various government line ministries, local leadership, and other DREAMS partners’ leadership; Support development of annual work plans, including identifying deliverables, tasks, accountabilities, and results indicators, and in establishing mechanisms to assure efficient monthly and quarterly work plan implementation; Collaborate with technical staff on the team to identify DREAMS program technical assistance needs, assure a response to these needs, and link the ZimPAAC DREAMS with PEPFAR network-wide initiatives; Lead consortium work in the development and monitoring of AGYW and YWSS activities in Zim-TTECH supported districts including site assessments and review of program tools; Represent Zim-TECH at relevant partnership fora and technical working groups; Monitoring and evaluation of primary, secondary, and clinical interventions to ensure impact of the DREAMS program; In liaison with ZimPAAC SIE Senior Program Manager, lead and oversee DREAMS SI activities in all the four DREAMS districts and across all DREAMS partners; Support monitoring of Program staff plans and reports; Provide programmatic input to analysis of MER indicators; Develop and deliver reports and presentations effectively conveying best practices and novel methodologies; Contribute to the documentation and knowledge sharing of program results through articles, conference posters, web postings, and presentations.
Qualifications, skills and experience
Medical doctor with experience in HIV / TB health care and support delivery, DREAMS Program, adolescent sexual reproductive rights, and active licensure with MDPCZ; Master’s in Public Health or related field with an emphasis on infectious diseases / adolescent sexual reproductive rights (ASRH) preferred; Minimum 3 to 5 years’ experience in public health programs with emphasis on infectious diseases and HIV and AIDS, ASRH, with at least 3 years’ experience working on health care delivery in a resource challenged setting; Experience providing HIV clinical services in a clinical setting preferred; Experience in national GBV / OVC programmes is an added advantage; Knowledge of and familiarity with Zimbabwe child safeguarding and child protection issues, guidelines, and policies; Experience on how to mainstream AGYW and ASRH programming is an added advantage; Ability to interact successfully with senior level representatives and high-level government officials; Strong interpersonal skills and the ability to work cross-culturally with diverse teams; Excellent analytical written and oral communication skills; Computer literacy in Word, Excel, PowerPoint, and Access.
