Job Summary
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States of America. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard of race, religion, or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding. Registered in Zimbabwe under the PVO Act, certificate number 6/2002, CRS has been supporting program activities in Zimbabwe since 1989 and has long-standing relationships with Church and non-Church partners and communities throughout the country. Zimbabwe program implements projects through 14 partner organizations in 30 districts in the areas of health, OVC, education, food security and agricultural livelihoods, and peacebuilding.
The successful candidate will be responsible for providing technical leadership in collaboration and coordination with the CRS Humanitarian Response Department and Regional WASH Team to develop and grow CRS Zimbabwe WASH portfolio in line with the recently developed country program WASH strategy. S/he will also be responsible for building CRS’ response and preparedness capacity for any humanitarian and climate change crisis. S/he will lead in WASH Partner capacity strengthening by applying evidence-based approaches and provide technical backstopping to implementing partners to ensure operational excellence around WASH programming is achieved through the development and deployment of relevant tools. S/he will be responsible for establishing and maintaining key working relationships with government, private sector and other agencies working in the WASH space.
Duties And Responsibilities
Program Quality
a) In coordination with the HRD/SARO WASH Regional Team lead the development and roll out of CRS WASH strategy in Zimbabwe focusing on:
o Design training modules and facilitate partner & community capacity building in WASH maintenance and repair, monitoring and reporting, sustainability, and supply.
o Explore how to engage the private sector and/or develop public-private partnership in urban and rural areas
o Explore how WASH businesses can be developed in relation to Fecal Sludge Management and Solid Waste Management in urban and small towns
b) In-country, provide technical support, inputs and oversight to CRS partners implementing any WASH interventions with special emphasis on:
o Community Engagement/Hygiene promotion: ensuring that evidenced based SBC WASH approaches are always applied
o Water and Sanitation infrastructure construction: ensuring materials, BOQs and contracts used by partners and stakeholders are up to standards.
o Participate and lead technical needs assessment that collect the necessary data for developing and implementing WASH and DRR sector interventions.
o Create awareness on the need to use existing or revive WASH structures for effective knowledge transfer and sustainability.
c) Develop and maintain relationships with relevant government entities at the district, provincial and national levels, other NGOs, and private sector stakeholders.
d) Develop relationships with leaders of various communities to ensure support and ownership of project activities with the aim of enabling:
o Access to safe water and sanitation facilities for schools and vulnerable populations
o That communities are declared open defecation-free and follow up ODF declarations after projects are closed
o That communities have all the tools and information in place that ensures sustainable operation and maintenance results.
e) Anticipate challenges, risks, and possible advances, to suggest appropriate adjustments to bring the program at different stages of execution.
f) Contribute to MEAL aspects of WASH projects, in coordination with CRS M&E Officer, Field Officers, Project Managers and partner staff.
g) Ensure that environmental standards are well known and respected by project staff and stakeholders.
h) Ensure activities incorporate Justice Lens, Child Protection, Gender-Sensitive, and Integral Human Development approaches.
Budget Management:
a) Provide financial management assistance to the project activities, as necessary or when requested.
b) Ensure compliance follows CRS sub-recipient and other CRS and donor financial policies.
Planning/Reporting
a) Provide input in the compilation of monthly/quarterly CRS or donor reports or data information sheets in a timely manner.
b) Provide monthly reports describing in detail the activities and results.
Training/Capacity-Strengthening/Technical Support in coordination with the HRD/SARO WASH Regional Team
a) Identify staff, partners and communities needs for training, technical assistance, and capacity-strengthening.
b) Identify, adapt, and/or develop high-quality training materials in the technical area to meet project staff and/or community training needs. Coordinate required training. Facilitate training as required.
c) Ensure all training provided to partners, project staff and community members is evaluated for its effectiveness and impact, and make adaptations to the training, as necessary.
d) Undertake field visits to project sites in order to solicit community feedback on project progress and provide technical assistance in a timely manner.
e) Assist partners to implement project work plan.
f) Serve as a technical resource in this area within CRS and among its partners.
Representation and Program Growth
a) Assist, as requested, in convening key actors among project staff and stakeholders in the technical area in order to foster increased cooperation, joint advocacy, and information-sharing.
b) Identify programming gaps, opportunities for scaling-up interventions, and opportunities to replicate sound practices in the technical area.
c) Provide technical input into the development of new proposals, as needed.
d) Attend technical working groups and other meetings in the technical area and on behalf of the project when required.
e) Foster linkages with other CRS/Zimbabwe projects and pursue opportunities for project integration/collaboration.
f) In collaboration with partners and field staff, identify and document project lessons learned, sound practices and success stories.
g) Represent CRS in in-country relevant Technical Working Groups and platforms.
Qualifications And Experience
• A Master’s Degree or equivalent in a Technical Engineering discipline, WASH, or related field.
• A minimum of five years community development and/or Project Management experience in a government, NGO, or UN agency environment on issues relevant to the technical area.
• Experience in WASH and private sector partnership as demonstrated through previous experience.
• Proven experience in conducting participatory trainings and facilitating participatory community development.
• Experience in community development work, capacity building, and strategic planning.
• Demonstrated experience in community mobilization, organization, and mediation among local actors.
• Proven capacity to work in a multidisciplinary and cross-cultural team to implement projects and activities.
• Proficient in using MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems as well as knowledge sharing networks.
