VACANCY NOTICE
Lupane State University is a state university established in terms of the Lupane State University Act (Chapter25:25). The University is situated in Lupane, Matabeleland North Province. The University is inviting suitably qualified and experienced indrviduals to apply for the following positions that have arisen in the University.
UNIVERSITY BURSAR
The Council of Lupane State University is inviting applicants to fill the post of University Bursar which has arisen in the institution. Reporting to the Vice-Chancellor, the Bursar is the Chief Accountant of the University with overall responsibility for the sound management of the institution’s financial affairs and investments, in line with the institution’s Strategic Plan, and as provided for in the Lupane State University Act and Statutes. This is a University Executive position with high administrative demands, requiring an incumbent with personal and professional integrity. It requires a strategic, competent, and focused individual with an understanding of the national Heritage-based Education S.O Philosophy and the role of higher education institutions towards Zimbabwe’s National Vision 2030 and beyond. This position is a four-year fixed-term and performance-based contract.
QUAUFICATIONS AND EXPERIENCE
• A holder of a Bachelor of Accountancy Degree or equivalent and a relevant Masters Degree.
• Additional qualifications such as ACCA/CIS/CIMA or any other professional qualification and membership in any professional body is an added advantage.
• Possession of a relevant PhD or progress towards such a qualification is a distinct advantage.
• The ideal candidate should have at least 10 years of managerial experience of which five years should be at the senior level in a large organization.
• Experience and a strong understanding of dynamics in higher education.
• Knowledge of computerized accounting systems/packages is a must.

DUTIES AND RESPONSIBILITIES
• The strategic planning, implementation, and reporting of all financial matters of the University in pursuit of the institution’s vision, mission, and strategic objectives of the Heritage-based Education 5.0 Philosophy.
• Formulating investment strategies for the university.
• Providing leadership m the development of sound financial accounting policies, systems and procedures, and treasury functions for the University.
• Serving as the University financial advisor.
• Overseeing the development and implementation of mechanisms for ensuring University adherence and compliance with all financial regulations, laws, procedures, and obligations.
• Planning, producing, and reporting of the University’s audited financial statements.
• Developing, formulating, and implementing the University administration policies, rules, and regulations at different levels in pursuit of the University’s vision, mission, and strategic objectives towards the actualization of the Heritage-based Education 5.0 Philosophy.
• Preparing and managing the University’s Annual Budgets and financial projections.
• Preparing and managing the proper disposal of the University assets.
• Overseeing the preparation and production of periodic management and financial reports to projects and programmes undertaken by the University as requested by the Principal Investigators, Faculties, Directorates, Units, Executive Management, and Council.
• Providing secretariat services to the University Budget and Finance Committee among other relevant committees.
• Performing any other relevant duties and functions of the University as assigned by the Vice-Chancellor.
