REPORTING TO THE TOWN SECRETARY
Chipinge Town Council is seeking a top class manager of distinction as its Town Treasurer. The position requires a mature individual with proven financial management skills able to turn around the fortunes of the Town.
Duties and Responsibilities
⦁ Assumes full management responsibility for all Financial Sen ices Department functions, programmes and operations.
Maintain a computerized accounting system and produce timely monthly management accounts.
⦁ Ensure that proper financial records are maintained in accordance with the Urban Councils Act and in compliance with International Public Sector Accounting Standards (I PSAS).
Establish and maintain a comprehensive data base of all Council ratepayers and ensure efficient collection of all re venue due to Counci 1.
Ensure that Council’s statutory funds are established in accordance with the Urban Councils Act and that a 11 Council funds are properly safeguarded and invested to the best advantage.
⦁ Ensure that a 11 Council assets are properly accounted for.
⦁ Preparation, implementation and effective monitoring of the Council Budget in terms of the Urban Councils Act and the Council Financial Regulations.
Directs financial planning and strategy.
⦁ Analyses and reports on financial performance.
⦁ Develops and implements accounting policies.
⦁ Manages forecasts comprehensive budgets.
Being the focal person in the crafting and review of Council budgets
⦁ Assesses, manages and minimizes risk.
⦁ Formulates and implements departmental goals, objectives and priorities.
⦁ Analyses complex financial data and managing internal controls.
⦁ ♦♦ Evaluates departmental methods and procedures.
⦁ Advises on longterm Council financial planning.
⦁ Attends Council Committees and Council Meetings.
⦁ Submits relevant reports to Council Committees and Council.
Qualifications and Experience
⦁ Have a Bachelor’s degree from a recognized University in Banking. Finance, Accounting Business Management, full CIS. CIMAorequivalent is also accepted.
⦁ Membership ofa relevant professional institution is an added advantage
⦁ A relevant Masters Degree will be an added advantage.
⦁ Computer literate and knowledge of Promun and LADS systems will also be an added advantage.
⦁ At least three (3) years of a good traceable track record in financial management at senior or middle management position in a large organization preferably in the broad area of local government.
⦁ Ability to demonstrate excellent organizational and interpersonal skills.
⦁ 30 – 50 years of age.
⦁ AcitizenofZimbabwe
⦁ Strictly no criminal record.
⦁ A clean record of service within local government fraternity where applicable.
⦁ A clean Driver’s licence.
The candidate must have a grasp of all the intricacies of local government, public financial management, its problems and challenges.
