ABOUT THE ROLE
The Town Clerk is the Chief Executive Officer and Accounting Officer of the Municipality, responsible for strategic leadership, institutional transformation, financial stewardship, and modern service delivery in accordance with the Urban Councils Act [Chapter 29:15] and other applicable laws.
The successful candidate will lead the Municipality into a new era of innovation, digital governance, infrastructure renewal, and sustainable urban management.
Key Responsibilities
- Provide strategic and transformational leadership to the Municipality.
- Drive implementation of Council resolutions and long-term development plans.
- Lead financially sustainable initiatives, revenue enhancement, and fiscal discipline.
- Modernise municipal systems through digitalisation and e-governance.
- Strengthen infrastructure planning, urban resilience, and service delivery efficiency.
- Promote ethical governance, transparency, and anti-corruption frameworks.
- Build high-performance teams and strengthen institutional capacity.
- Engage residents, investors, government agencies, and development partners.
- Ensure compliance with statutory, regulatory, and audit requirements.
Requirements
- Ability to craft and implement long-term urban development strategies.
- Experience in leading institutional reform and performance improvement.
- Strong public finance management skills.
- Revenue optimisation and alternative financing capability (PPP models, grants, investment attraction).
- Audit and risk governance experience.
- Understanding of smart city concepts and e-government systems.
- Experience in digital transformation and automation of service delivery.
- Data-driven decision-making capability.
- Appreciation of integrated urban planning, utilities management, and sustainable development.
- Knowledge of environmental and climate resilience frameworks.
- Deep understanding of Zimbabwean local government legislation.
- Strong corporate governance and risk management orientation.
- Demonstrated integrity and ethical leadership.
- Ability to work effectively with elected officials, government ministries, residents, business leaders, and civil society.
- Excellent negotiation, diplomacy, and public communication skills.
- Proven ability to build, motivate, and manage multidisciplinary executive teams.
- Performance management and organisational culture development experience.
- A Bachelor’s Degree in Public Administration, Law, Finance, Engineering, Urban Planning, Governance, Business Administration, or a related field.
- A Master’s Degree (MBA, MPA, or equivalent) is strongly preferred.
- At least five (5) years’ executive or senior management experience in a local authority, public sector institution, or large complex organisation.
- A demonstrable record of delivering measurable institutional improvements.
