Job Purpose
The Technical Operations Manager will support ZimParks ICT to train and capacitate officers and Rangers in the use of technology to effectively plan and manage anti-poaching operations. The role will also support the use of different platforms and data in a multi-phase project to ensure effective implementation of conservation programmes and law enforcement efforts, with a strong emphasis on integrating park Standard Operating Procedures with technology and training teams to implement the programmes.

Key Responsibilities

  • Support the capacitation of the anti-poaching senior staff team.
  • Assist the Senior Area Manager in integrating ZimParks Standard Operating Procedures with various forms of technology.
  • Work with ZimParks ICT on Ranger training in the use of digital platforms while on patrol.
  • Work with ZimParks ICT to ensure that the operations room is equipped with digital support.
  • Support ZimParks ICT in implementing digital monitoring systems, including SMART, GPS tracking, EarthRanger, QGIS, AI Camera Traps and databases.
  • Support technology-based tools for data collection and reporting.
  • Support connectivity, data backup systems and cloud-based reporting tools.
  • Support training of senior teams in data analysis for targeting APU activities, response and monitoring.
  • Assist in developing a LoRaWan Network in Phase 2 of the project and train the team on its management.
  • Support the Senior Area Manager in training staff in data analysis and database development and management.
  • Support the provision of digital communication for law enforcement.
  • Secure law enforcement equipment for Rangers.
  • Support the development and use of real-time data feeds from patrols.
  • Support operational staff in the operations room and field personnel.
  • Support ZimParks ICT in training and capacity building for team members, particularly in the use of new technologies.
  • Provide health and safety equipment to Rangers, including patrol uniforms and first aid kits.
  • Provide monthly, quarterly and annual reports on outcomes, impact, challenges and project implementation in relation to the logframe.
  • Liaise with ZimParks Administration on the formal handover and recording of donated assets.
  • Ensure that all donations are accepted.
  • Maintain accurate inventories of assets and ensure proper asset tracking systems are in place.
  • Ensure implementation and management of the project budget in collaboration with the Victoria Falls Wildlife Trust finance team.

Requirements

  • Bachelor’s degree in Natural Resource Management, Conservation, Logistics, Technology or a related field.
  • Minimum 5 years of experience in operations, preferably in conservation or protected area management.
  • Experience working in remote or rural African settings is highly desirable.
  • Strong leadership and people management skills.
  • Excellent logistical planning and problem-solving abilities.
  • High proficiency in operations and monitoring software, including SMART, GIS tools, radio communication systems, EarthRanger and databases.
  • Strong technical aptitude for deploying and maintaining technology systems.
  • High level of integrity, initiative and resilience.
  • Fluency in English and knowledge of local languages.
  • Experience working with conservation NGOs.
  • Knowledge of Zimbabwean environmental and conservation policies.
  • Familiarity with ZimParks policies and reporting.
