The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID, works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the following post:

Position summary

The Technical Advisor – Community Support (TA-CS) is responsible for supporting the Technical Director in developing and overseeing the implementation of the TASQC community HIV program activities within the consortium. TA-CS will work with provincial program managers and consortium staff to improve the technical aspects of the program, operational support, and coordination/networking, in line with organizational and national guidelines and targets. The TA-CS reports to the Technical Director.

Key responsibilities

With guidance from the Technical Director, design and develop sound TASQC community program work plans in line with national MOHCC HIV guidance and PEPFAR/USAID country operational plans; Integrate HIV, TB/HIV, TB and cervical cancer minimum package standards,protocols, and best practices for implementation at community levels of the healthcare systems; Contribute to the development of the program budget for all community activities in the work plan and monitor the implementation of such a budget to ensure the program is implemented in a cost-efficient manner; Oversee the use of community program resources in line with OPHID’s and/or subrecipient policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable; Manage essential community program positions, including develop job descriptions for positions and motivate for the filling of positions in a timely manner; Lead the development of on-boarding and capacity building material for all positions within the community program; Train, mentor, and coach provincial program managers and consortium partner program managers to mentor and coach community program cadres for optimal results and development of best practice for HIV, TB/HIV TB, and cervical cancer at community levels of the healthcare system; Develop program reporting quality standards for all community program activities for implementation at community level; Consolidate and review reports from provincial managers and sub-recipient key personnel on all community program implementation activities for the TD and senior management; Coordinate and develop community reports (weekly, monthly, quarterly, annual, COP reports etc) and ensure that such reports represent the true picture of community program implementation as verified through field visits.

Person specification

Degree in social sciences (Social work, sociology, psychology or similar) AND a master’s degree in public health or related degree; At least 7 years’ experience providing health and social services at community level, with evidence of increasing responsibility and progression to district and provincial levels; Experience in implementing donor funded health programs at community levels will be an added advantage; Knowledge and appreciation of PEPFAR/USAID indicators applicable to community programming will be an added advantage; Experience is supporting teams dispersed widely across multiple geographic locations; Proficiency in MS Office suite (Excel, Word, PowerPoint, Outlook), and online collaboration technologies; Proficiency in qualitative data analysis and use of qualitative data analysis software.
