The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID, works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the following post:
Strategic Information and Evaluation Manager
(Reporting to Strategic Information and Evaluation Director)
The Strategic Information and Evaluation Manager (SIE Manager) is responsible for implementing health monitoring and evaluation systems for the FACE-HIV Program. The SIE Manager reports directly to the Director of Strategic Information and Evaluation and provides a direct mentorship and supervisory support to a team of SIE Officers based in the districts. The SIE Manager will be responsible for building the capacity of SIE Officers, including interacting with M&E Officers of the Ministry of Health and Child Care (MOHCC) at various levels.
Key Results Areas
1. Monitoring Program Performance
Manage the timely and accurate collection and reporting of program output data through DHIS2 database, including data cleaning, analysis and the production of regular dashboard reports
Oversee timely, accurate and appropriate reporting of program activities and that results are feedback laterally and vertically, including providing narrative progress reports for weekly, monthly, quarterly, semi-annual and annual indicator performance
Manage the development and implementation of the FACE weekly data tracking system
Oversee the development of data analytics to monitor cascades of care, and analyse progress towards targets to ensure activities are on track
Identify innovations and improvements to enhance the efficiency and effectiveness of monitoring the FACE program.
2. Quality Improvement
Conduct routine data quality assessments on PEPFAR indicators by applying the five data quality standards (validity, integrity, precision, reliability, and timeliness).
Periodically review and discuss indicator performance with provincial managers, district SIE and program officers to help improve the performance of the program
Oversee weekly, monthly, quarterly and annual data submission, and work with programs to implement remediation efforts that address identified data quality gaps
Strengthen the use of quality data at district and facility level for program monitoring and improvement
Support districts to identify quality improvement activities and develop process of monitoring process and output indicators
Perform regular field visits to ensure quality of data collected by the health information systems meets the expected standards and verify the accuracy of the reported data.
3. Technical and Capacity Building Support
Support the provision of training, supervision and mentorship at district level to strengthen capacity of SIE Officers for data quality improvement
Provides technical leadership on DHIS 2 implementation and makes recommendations on how to integrate DHIS 2 in MER.
Supports users by developing documentation, quality assurance, collection and assistance tools.
Provide technical and capacity building support to program in developing/establishing appropriate strategies that bring impact to the FACE program
Build the capacity of SIE Officers and MOHCC staff on HIV/TB indicators, reporting requirements and on the deployment and use of the monitoring tools.
4. Program Planning and Organizational Support
Provide strong planning, technical advice and support to SIE Officers in monitoring program results against targets.
Support planning on implementation of the national electronic monitoring systems such as the ePMS and the HER, including their deployment
Ensure that DHIS2 is correctly updated and always evolves to meet appropriate program monitoring needs
Develop monitoring strategies for program performance for both PEPFAR and custom indicators and identify sources of data and appropriate data collection mechanisms.
Minimum educational and professional qualifications
Bachelor’s Degree in Mathematics, Statistics, Monitoring and Evaluation, Operations Research, Health Sciences or any other quantitative social sciences
An advanced qualification in Public Health, Social Sciences, Demography, Epidemiology, Statistics, or any other
Applied training in monitoring and evaluation, including research methods
Strong technical skills, including ability to process and analyse data using one or more statistical software packages such as SPSS, R, Epi-Info, Stata or SAS.
Minimum experience required
At least 5 years of experience in monitoring and evaluation of HIV activities
Strong working knowledge of public health programs with prior experience in managing or closely working with public health program at national level
Ability to identify relevant M&E processes, including reporting and target setting
Demonstrate knowledge of management information systems such as ePMS, DHIS2, EHR and DATIM
Proficiency in the development of indicators, analysis of data, and interpretation of results in an illustrative and meaningful manner
Knowledge, skills and experience in quantitative data collection, data management, coding/cleaning, analysis, report writing and editing, and visual presentation of program data
Solid knowledge of Excel and Microsoft Access, with a working knowledge of other Microsoft Office packages (Word, Outlook, PowerPoint)
The ability to interact with all levels of the organization and MOHCC structures with diplomacy, tact and professionalism.
