Reports to: The Executive Director
A local NGO is seeking the services of a consultant to review all the job descriptions of its staff and salary matrix and align them to the duties and responsibilities of each staff, including grading the positions. The organisation is in the process of implementing its new strategic plan for the year 2021-2025 and envisages that new positions will be created over the next five years. Consequently, the consultant will also be required to develop job descriptions for the new positions as well as grade the positions accordingly.
Scope of work
Review of existing job descriptions for internal equity across functions and units; Propose job grading tool based on the new and different demands of the organization.; Benchmark position titles versus other similar organizations and recommend any professionally relevant and standardized position title changes; Recommend changes to existing job grades to reflect current staffing size and levels of responsibility and authority; Benchmark salaries and other benefits offered against a representative sample of similar/equivalent institutions.; Propose alternatives of competitive salary structure (pay scale and benefits).; Provide a final report including a job grading system
Methodology
The consultant will: Conduct a situational analysis through the study of the current organizational structure, current position structures and job descriptions.; Recommend the most appropriate job grading methodology for the organisation.; Develop a job evaluation process which will include inter-alia the governing rules and scoring mechanism that will be used for evaluation; Review existing staff salary and benefit schemes.; Submit a final report on the benchmarking exercise, including a timeline and recommendations for implementation by the organisation.
Deliverables
Deliverables expected from selected consultant firm(s) include: Submission of final report and presentation to the board and director on proposed job evaluation, job grading tool, proposed salaries and proposed list of comparator organizations.
Scheduling
The assignment is scheduled to run for 14 days from the date of awarding of the contract.
Payment
Payments by the organization are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost to the organization. The proposed payment schedule for this assignment is upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be approved by the Executive Director.
Role of organisation
The organization through its Human Resources Unit and Executive Director will work together with the Consultant on this assignment. The organization will also avail all the necessary documentation and information required for the execution of the assignment and review the draft report.
Qualifications and Experience
The Consultant should have a minimum five years of work experience in Human Resources and Manpower related issues; Demonstrated knowledge and experience in undertaking Organisational job evaluation and grading systems; In depth knowledge of Zimbabwe’s Labour Laws and best practices; Excellent English language skills and ability to write clear and compelling content and deliver the outputs with high quality.
