Job Summary

 

This position will work with the CHAI/STRIDE supported PHEs, Provincial VMMC Officer, DHEs and the District Biomedical Prevention Officers (DPOs) to provide operational and technical support to achieve VMMC catch-up
targets through the differentiated serve-delivery implementation models, and to facilitate the measurable VMMC program transition to a more sustainable maintenance phase which is integrated with broader HIV biomedical prevention as part of health system strengthening.

Duties And Responsibilities

 

  • Deploys /disseminates project plans within the INTEGRATE team and sub awards.
    • Provides technical support to DHEs in the development of monthly, quarterly, and annual workplans for the achievement of VMMC coverage and sustainability interventions.
    • Facilitates the on boarding and mentoring of new field-based staff.
    • Conducts regular performance reviews for field-based staff (DPOs, Driver Mobilizers, Research
    Assistants, Roving clinicians).
    • Monitors levels of activity of field staff and allocate human resources according to need.
    • Facilitates leave management of field-based personnel in liaison with DHEs.
    • Identifies and facilitate personnel training needs.
    • Provides technical support to ensure that differentiated service delivery models are implemented as per cohort.
    • Works with the Provincial VMMC Officer and the DPOs to facilitate and document the phased rollout of VMMC Device method through targeted trainings.
    • Facilitates the training of surgical providers towards decentralization targets.
    • Facilitates the implementation of mentorship of service providers to ensure productivity of newly trained providers.
    • Provides technical support to ensure that differentiated demand creation models are implemented as per cohort prescription.
    • Provides technical support for IPC planning, recruitment, and training of the demand footprint to ensure adequate coverage.
    • Supports the capture of differentiated VMMC demand creation data.
    • Monitors quality of demand data in the DHIS2 system.
    • Conducts demand creation Support and Supervision for IPC cadres to ensure implementation with fidelity
    • Provides weekly and monthly consolidated demand reports.
    • Provides technical support to DHEs for identifying integration opportunities for HIV biomedical prevention across the VMMC pillars: Management, SIE, Service, Quality, Demand, Supply chain.
    • Supports the development of integrated service delivery in high volume facilities in targeted districts (LTTA).
    • Facilitates the documentation of HIV biomedical prevention integration processes.
    • Provides technical support to the MOHCC-led rollout plans for implementing operational and programmatic efficiencies to reduce the cost of VMMC service delivery to sustainable levels through PHE sub granting.
    • Provides technical support to DHEs to ensure compliance with minimum set standards for VMMC cost reimbursement.
    • Facilitates the operationalization of VMMC results-based financing (RBF) in pilot districts through contracting, facility operational planning and implementation, and verification for invoice submission.
    • Ensures responsiveness to donors, MOHCC and, stakeholders on programmatic matters and matters arising from National IQAs, EQAs.
    • Provides technical support to DPOs and DHEs in the use of HNQIS for routine QA as part of the VMMC cost reimbursement or RBF.
    • Provides technical support for the maintenance and review of quality assurance and quality improvement processes and requirements for VMMC and broader HIV biomedical prevention services including maintaining and updating VMMC SOPs and guidelines in facilities.
    • Coordinates with sub national health teams in addressing VMMC adverse events or other Biomedical prevention quality assurance related issues across functional teams.
    • Facilitates the roll out of digital health pilots in targeted districts (Workforce application, integrate HNQIS, DHIS2 SAE tracker, RDQA Application).
    • Supports the DPOs to ensure consistent generation of quality service delivery and demand creation data for timely decision-making at all levels.
    • Facilitates the development and dissemination of data to action dashboards for service and demand creation as part of routine engagement for program improvement.
    • Supports the DPOs and DHEs to ensure that circumcised clients are verified as part of Cost reimbursement invoice submission.
    • Facilitates. the preparation, implementation, and documentation of operations research in the targeted districts (Shang Ring and VMMC RBF).
    • Documents best practices/lessons learnt in implementing HIV Biomedical prevention integration, and community led demand creation.
    • Facilitates Project learning and dissemination.
    • Ensures responsiveness to donors, MoHCC and stakeholders on programmatic matters at sub national level.
    • Represents PSH in the sub national Technical Working Groups.
    • Documents and track action points from meetings.
    • Any other duties assigned by the supervisor.

Qualifications And Experience

 

  • Bachelor’s degree in health sciences preferably in Medicine or Nursing.
    • Demonstrated 3 years of experience in the implementation of VMMC programs or related HIV prevention care and treatment programs.
    • Appreciation of PHE and DHE structures and roles as part of the broader health system strengthening requirements.
    • Demonstrated ability to communicate clearly and concisely both orally and in writing.
    • Ability to work both independently and as part of a team.
    • Willingness to travel across Zimbabwe to priority districts, at least 50% of time
    • Valid class 4 driver`s license, at least two years old.
