Introduction
The Government of Zimbabwe has received funding from the World Bank-Global Financing Facility to implement the Zimbabwe Health Sector Development Support Project (HSDSP) Additional Financing V (AFV). The objective of the programme is to sustain coverage and improve the quality of an integrated package of Reproductive, Maternal, Newborn, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. In addition, the Government of Zimbabwe has received funding from the World Bank through the Health Emergency Preparedness and Response Trust Fund (HEPRTF) and Energy Sector Management Assistance Program (ESMAP) to implement the Zimbabwe COVID-19 Energy Response Project (ZCERP). The objective of the project is to support the Government of Zimbabwe to deploy and manage COVID-19 vaccines and strengthen related health system capacity. CORDAID is the Implementing Entity for both Projects.
The HSDSP will expand the Results-Based Financing (RBF) package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the RBF programme in Zimbabwe, the project will support central hospitals and provincial hospitals through quality focused RBF; pilot extended supply side of community RBF through community based health workers; scale up the pilot urban RBF to the remaining facilities in the two urban cities i.e. Harare and Bulawayo and undertake a feasibility assessment of introducing the health equity card. It will also d further strengthen institutional capacity through implementation of selected health financing reforms and together with ZCERP, support the Government’s COVID-19 Emergency Response.
Main Responsibilities
The main responsibilities of the RBF Health Officer will include project management oversight, technical RBF development and implementation oversight, quality assurance support to the relevant Ministry of Health and Child Care (MoHCC) structures and Catholic Organization for Relief and Development (Cordaid) team, monitoring the programme through analysis of routinely collected data and initiating appropriate improvements in Results Based Financing.
Purpose of the position
The RBF Health Officer primary task is to support the MoHCC in the implementation of Results Based Financing with emphasis on integrating RBF mechanism (s) into public health sector management systems and increasing both utilization and quality of services. Additionally, s/he will coordinate the project’s COVID-19 response including COVID-19 vaccine roll out activities to be supported by CORDAID in collaboration with the MoHCC.
The RBF Health Officer will play a key role in strengthening the MoHCC’s Program Coordination Unit in RBF and health systems management, contributing toward RBF institutionalization and improving the COVID-19 response. S/he will serve as a key technical and management team member of Cordaid.
The RBF Health Officer, as part of the Cordaid management team shall lead programme implementation in support of the Team Leader including supervising field and PCU seconded staff.
Reporting Structure and Supervision Responsibility
The RBF Health Officer will directly report to the Cordaid Team Leader and the MoHCC PCU Coordinator. The Officer will also work very closely with Policy, Planning and Health Economics Directorate.
Duration of Service
The RBF Health Officer will be contracted up to 31 December 2022 with possible contract renewal depending on performance and available Project funding.
Duties And Responsibilities
Manage the planning and execution of key RBF (purchasing, verification and reporting) and COVID-19 Response functions including COVID-19 Vaccine roll out.
Coordinate the COVID-19 component of HSDSP AFV and ZCERP, including participation in COVID-19 coordination pillar meetings and providing updates pertaining to the project’s COVID-19 response component.
Maintain a robust monitoring system in cooperation with the Data Analyst, Monitoring and Evaluation Specialist and Database Manager
Oversee data analysis and contribute to key technical and progress reports on RBF implementation by MoHCC
Supervise key staff seconded to PCU i.e., Data Analyst, DHIS2 Programmer and Database Manager, Provincial RBF Officers (PRBFOs), and RBF Finance Officer
• Based on guidance of MOHCC PCU Coordinator, Policy, Planning and Health Economics Directorate and Cordaid management, lead follow up actions to address identified implementation bottlenecks and provide updates on progress to address implementation issues
• Attend to capacity development needs at various levels (national, province, district, facility and community) associated with technical and policy issues in the area of RBF and improving quality of care with a focus on RMNCAH-N
• Contribute to further development of the Continuous Quality Improvement intervention in close collaboration with the Quality Assurance and Patient Safety Directorate, and Family Health Directorate.
• Update implementation tools including synthesis and dissemination of project performance results
• Represent both PCU and Cordaid on RBF issues in technical working groups
• Identify RBF capacity building needs in Cordaid and MoHCC and facilitate the development of training materials including actual trainings
• Participate in key technical working groups / meetings on RBF at national level
• Support MoHCC to operationalize a roadmap towards expanding the scope of RBF to other priority disease areas
• Contribute to specific technical assistance missions supported by World Bank / Global Financing Facility / MoHCC / Global Fund /HEPTRF/ESMAP/ other relevant funders related to RBF and COVID-19 response
• Participate in strategic planning and policy dialogue relating to RBF
• Support the Provincial RBF Officers (PRBFOs) in verifying quarterly invoices from contracted Provincial and District Health Executives and hospitals
• Review plans, reports, terms of references and activities by the Reproductive Health Officers Coordinating New RBF Initiatives, PCU technical RBF team and PRBFOS
• Participate in administrative management team meetings including staff recruitment, supervision, financial decisions
• Contribute to preparation of monthly project status briefs
• Perform any other duties as and when assigned by the PCU Coordinator and/or Cordaid Team Leader
REQUIREMENTS
First degree in Health Sciences or related fields. Post graduate university degree with a specialization in Public Health, Epidemiology or Health Economics is an added advantage.
Experience of at least five years in the field of health (and more in particular maternal and child health)
Strong health data analysis, monitoring and evaluation skills
Experience in Results Based Financing is a requirement
Good organizing skills
Discreet, honest, trustworthy (trusted), proactive, methodical, diplomatic, task-oriented and team player
Experience in working with the public health sector would be an asset
Previous experience of working with INGOs would be an asset
Experience in preparing reports and delivering presentations
Excellent oral and written English
