Job Summary
National Association of Societies for the Care of the Handicapped (NASCOH) is an umbrella organization of and for people with disabilities (PWDs) in Zimbabwe, W/O 4/80. We are interested in promoting the rights, interests, and needs of all people with disabilities.
About the role:
NASCOH in collaboration with project partners is piloting a new project on economic empowerment for persons with disabilities. The project will be implemented in Harare and Bulawayo and will pursue both waged employment and self-employment pathways. It seeks to support businesses to become successful employers of people with disabilities and supports people with disabilities to develop skills, confidence, and experience to successfully gain work (waged/self-employment). The Project Officer will be responsible for the day-to-day implementation of the Economic Empowerment project/activities and manage relationships with key stakeholders. The post holder will ensure that project activities are planned, implemented, coordinated, monitored, evaluated, and adapted to the highest possible quality standards.

Duties And Responsibilities
Key Accountabilities:
Principal Accountabilities (specific activities and end results):
1. Project Delivery (60% of time)
• Mobilization of project participants through community and organizations of persons with disabilities (OPDs) networks and TVET centres;
• Contributes to review of applications together with other project partners to select project participants (include planning for reasonable accommodation);
• Spearheading engagement with employer sensitization on disability inclusion in collaboration with other OPDs;
• Lead planning of advocacy activities in collaboration with other OPDs and relevant stakeholders on disability related laws and policies e.g. Persons with Disabilities Bill and National Disability Policy;
• Attend and represent NASCOH and the project in relevant stakeholder forums like the National Technical Coordination Committee where the Director is unable to attend;
• Lead and coordinate engagements with Parliamentary Committees, Disability Caucus, and the Presidential Advisory team on disability laws and policies;
• In collaboration with the funding partner and other OPDs lead the planning for the launch of the NBDN and coordination of its follow-up activities;
• In collaboration with other OPDs participate in development of the national guidelines on disability guidelines on accessibility of physical environment, information, and communication. This will include engaging relevant local authorities on their existing building codes/by-laws to ensure adherence with Universal Design;
• Coordinate the involvement of OPDs in national budget consultations to influence increased allocations for economic empowerment grants;
• Co-ordinate holding of sensitization workshops with relevant stakeholders on data disaggregation by disability and existing incentive framework for employment of persons with disability;
• Provide back-up support to Harare OPD partners in the implementation of all activities related to waged employment
2. Monitoring, Evaluation and Learning (30% of time)
Ensure high-quality and ethical MEL approaches are followed in all project interventions. The project is fast paced and adaptive with continuous cycles of monitoring, evaluating and adaptation.
• Administering data collection tools such as participant registers, informed consent forms, tracking entrepreneurs, surveys, and feedback forms etc;
• Fill in and regularly update the Participant database ensuring that all quality standards are met including compliance with data protection regulations;
• Gather periodic feedback from participants on employment status;
• Work with Harare partners, as may be requested, to build confidence, systems, and processes to provide high quality data capturing and storage;
• Ensure program expenses are expended as per the budget.
3. Information & Communication Management (10% of time)
• Be proactive in providing good quality information on case studies and interesting news stories relating to the project to funding partner;
• Ensure that the funding partner receives appropriate materials and information as required to support reporting requirements;
• Participate in all relevant public events related to disability inclusive employment and employment in general and social inclusion e.g.,Labour Day, Person with Disabilities Day, etc.
The principal accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the post holder is expected to carry out any other related duties that are within the employee’s skills and abilities whenever reasonably instructed.

2. Qualifications and experience:
• Demonstrable experience with project implementation and coordination;
• A tertiary qualification (Bachelors or above) in social sciences, education, development studies or public health or equivalent;
• Familiarity with disability and employment issues in Zimbabwe;
• Experience in project monitoring, evaluation, and learning;
• Knowledge of current issues and best practices in disability and employment is desirable;
• A valid driver’s licence will be an added advantage.
