Terre des Hommes Germany is seeking a Project Coordinator/Monitoring and Evaluation (M&E) Consultant based in Bulawayo, Zimbabwe, to serve as a technical expert for all monitoring, evaluation, and learning (MEL) activities of an inter-country initiative. This project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and will be implemented in partnership with Intuba in Zimbabwe and Vikas Samvad Samiti Bhopal in India.

Project Title: “Transregional and gender-specific strengthening of food security and resilient livelihoods in India and Zimbabwe.”

Role Overview

The Consultant will play a key role in ensuring the coordination, MEARL technical support, adaptive programming, effectiveness, efficiency, relevance, and impact of the project through robust MEAL systems, research, and documentation of best practices. The Consultant will oversee the coordination and alignment of project activities across both countries, lead the development of the Monitoring and Evaluation (M&E) framework, constantly review the Theory of Change, design appropriate monitoring tools, and conduct report writing—ensuring both qualitative and quantitative data are captured and well-articulated in periodic reports.

S/he will be responsible for research designs, development of data collection tools, collecting and analyzing data (qualitative and quantitative), and conducting regular assessments of the project’s relevance, efficiency, effectiveness, and sustainability in relation to its expected outputs and outcomes. Additionally, s/he will administer periodic surveys and document lessons learned and best practices to support data-driven programming. S/he will ensure all reporting requirements to the donor are met in close collaboration with the program team.

• Duty Station and Workplace: Bulawayo, Zimbabwe.

• Type of Contract: This position is offered as a 36-month contract, with the possibility of renewal based on satisfactory performance and successful delivery of roles.

• Level of Effort (LOE): Eight days per month (i.e., 2 days per week).

• Remuneration: Monthly remuneration is €1,250, aligned with the scope and seniority of the role, and will be finalized in discussion with shortlisted candidates.

• Work Modalities: A mix of hybrid office/remote work.

• Language Proficiency: The incumbent must be proficient in English and Ndebele.

• Start Date: 15 January 2026.

Purpose of the Role

The incumbent will support TDH Germany implementing partners in all steps of the project cycle, as per donor and TDH requirements and standards. S/he is expected to oversee the components of monitoring and evaluation, learning management, and visibility of projects under her/his portfolio.

Reporting

The incumbent will operate under the overall supervision and strategic direction of the TDH Zimbabwe Country Coordinator. In addition, they will work directly under the guidance and support of the Regional Monitoring and Evaluation and Special Projects Officer, who currently provides MEAL support to TDH projects within the AFCO portfolio. The role also involves close collaboration with the AFCO Regional Programmes Manager (RPM), the Regional Communications Officer (RCO), the Regional Finance Manager (RFM), and programme staff from implementing partners in both Zimbabwe and India.

MAIN DUTIES

1. Monitoring, Evaluation, Accountability, and Learning (MEAL) System Design

• Coordinate and harmonize the project between Zimbabwe and India implementing partners.

• Assist partners in developing MEAL Frameworks/Plans in line with donor requirements and project needs.

• Provide clear guidance on developing indicators and determining how they will be measured and reported.

• Conduct data quality audits; elaborate, pilot, and validate quantitative and qualitative monitoring tools, and design corresponding data collection procedures.

• Review and update existing evaluation approaches to promote more rigorous and impact-oriented evaluation design.

• Support implementing partners in documenting and packaging project learnings, lessons, and good practices in both Zimbabwe and India.

2. Data and Quality Management

• Coordinate the analysis of real-time program monitoring data collected on a bi-weekly and quarterly basis.

• Lead and conduct analysis of quantitative and qualitative data on all program inputs, outputs, and outcomes.

• Develop and adopt dashboards for project data visualization.

• Compile and publish quantitative and qualitative monitoring results in visually attractive reports for internal and external audiences.

• Support the Country Coordinator, Regional M&E SPO, and RPM to respond to Senior Management or donor data queries in an accurate and timely manner.

• Compile and harmonize half-year, annual, and end-of-project reports for both Zimbabwe and India implementing partners.

• Ensure revision and quality assurance (as per donor requirements) of annual, mid-year, and Final Reports.

• Ensure data is collected consistently across both countries using standard tools and methods.

• Conduct spot-checks and field visits in Zimbabwe to confirm the accuracy of reported data.

• Ensure the use of harmonized data collection and reporting templates.

• Review tools regularly to align with project indicators and donor requirements.

• Train project staff and partners in both countries on data collection protocols, quality standards, and best practices.

3. Monitoring and Performance Management

• Organize virtual/physical quarterly review meetings with partners in both countries.

• Provide periodic and annual review reports to the Country Coordinator and Regional M&E SPO.

• Offer technical support to project staff in their monitoring responsibilities to ensure correct and timely data collection.

• Monitor the implementation of MEAL plans, data collection, analysis, and documentation.

• Advise the partner M&E and AFCO Regional Monitoring and Evaluation and Special Projects Officer on the MEAL capacity-building needs of partners.

• Conduct bi-weekly meetings with the partner M&E teams and provide reports for the Country Coordinator and Regional M&E SPO.

• Conduct quarterly physical monitoring visits to project sites in Zimbabwe.

• Conduct project site visits to India as agreed upon by Indian implementing partners and TDH.

• Compile field monitoring trip/visit reports.

• Develop simple dashboards/scorecards to visualize progress and performance trends and help partners implement them.

4. Impact Evaluation

• Lead the process of designing, piloting, and validating quantitative and qualitative evaluation tools.

• Design data analysis in line with the project’s Theory of Change and conduct impact data analysis on program outcomes.

• Elaborate and design Impact Reports based on impact evaluation results according to donor and project partner needs.

• Assist project partners in assessing project impact based on OECD DAC Criteria.

Other Requirements

Qualifications:

• Master’s degree in a quantitative discipline (preferably in Social Science, Economics, or a related field).

Experience, Knowledge, and Key Skills:

• At least 6 years of experience supporting project coordination and/or M&E activities for an NGO, with at least 3 years working with major donors.

• Experience working with adolescents and youth in development programs.

• Good understanding of the Zimbabwean and Indian contexts, policies, and statutes relating to adolescents and youth.

• Previous consultancy experience in similar projects.

• Experience in designing tools and strategies for data collection, analysis, and report production.

• Knowledge of quantitative and qualitative monitoring methodologies and a proven ability to design monitoring instrumentation tools.

• Strong training and facilitation skills.

• Proficient computer literacy, specifically in Excel, Word, and MIS/Statistical Software (SPSS, STATA, NVivo, or Atlas).

• Advanced skills in data analysis, presentation, and report writing.

• Excellent analytical skills combined with a proactive, energetic approach to problem-solving.
