Programme background

Born in October 2008, ECLF is a forum of church leaders, both clergy and lay, male and female, young and old, who were concerned about the deteriorating social, political and economic situation in the country, particularly the increased political tensions and the subsequent use of violence as a means of resolving conflicts. These concerned church leaders are drawn from across denominations and mother bodies, namely the Zimbabwe Council of Churches (ZCC), the Evangelical Fellowship of Zimbabwe (EFZ), Zimbabwe Catholic Bishops Conference (ZCBC) and the Union for the Development of Apostolic Churches in Africa (UDACIZA). Recognizing that Zimbabwe had a sad history of violence ranging from the colonial era and the conflict-ridden liberation struggle to subsequent episodes of systematic violence accompanying elections, which left many people hurting, angry and traumatized, ECLF resolved to give priority to healing and reconciliation in its work and to amplify the prophetic role of the Church through a peace-building programme which focused on conflict prevention and management.

What we do

We conduct workshops in conflict-ridden communities that focus on conflict prevention, management, resolution and transformation (CPMRT) and other activities that are done at community level. Some of these trainings are tailor-made for particular beneficiaries such as election candidates, youths,women, prison inmates and officials as well as various institutions. We play a pivotal role in laying the foundation for Zimbabwe’s peace infrastructure by mentoring and supporting Local Peace Committees (LPCs) funded through ECLF facilitation. We capacitate these community-based structures to address their local conflicts as well as to coordinate local peace initiatives by creating linkages between the LPCs and the national processes soon to be led by the National Peace and Reconciliation Commission (NPRC). We work towards fostering an inclusive, impartial and cohesive method of addressing national challenges and driving development regardless of political, social, religious, gender, ethnic, cultural and other social interests.

Task

The programme is due for evaluation. An external evaluator (consultant) is required. The scope of the evaluation is as per the Terms of Reference available here

Qualifications and experience of consultant

A qualified individual with demonstrable experience in evaluating projects, particularly related to NGOs, or FBOs, is required. Experience and exposure to peace building activities would be an added advantage.
