The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from suitably qualified and experienced candidates for the following position that has arisen within the Organization.
PROCUREMENT SPECIALIST (2 Posts)
DEPARTMENT: OPERATIONS
Reporting to Procurement Manager
Duties and Responsibilities
- Undertakes all procurement queries from stakeholders
- Conducts spoke cases for special procurement oversight committee
- Provides secretarial services to the board
- Assists the Procurement Manager in researching and crafting technical guidelines
- Assists in the development and implementation of transparent and equitable registration of bidders
- Gathers information for compilation of drafts monthly and quarterly reports and submits to procurement manager for review
- Assists in the development of departmental budgets ensuring that all procurement consists are accurately incorporated
- Ensures that Public Procurement and Disposal of Public Assets is effected in a manner that is transparent, fair, honest, cost-effective, competitive, and in compliance with the PPDPA Act through reviewing procurement processes; and
- Supervises procuring entities and the public procurement system in order to secure compliance with the Act through the registration of procurement entities and providing secretariat services to SPOC
- Issues technical guidelines and instructions regarding the implementation of the PPDPAAct; and
Develops and implement a transparent and equitable framework for the registration of bidders or contractors; and - Prepares standard documents to be used in public procurement processes and,
- Gives advice and assists the procuring entities without limiting their responsibilities on procurement technical issues.
- Develops and advises the Government on ways in which the environmental, social, and economic policies of Zimbabwe, including those designed for economic empowerment and domestic preferences, may be implemented through public procurement.
- Complies with the Public Procurement and Disposal of Public Assets (PPDPA) Act [Chapter 22:231
- Exercising any other function conferred or imposed on the unit by or under the Act or by the Accounting Officer.
- Reviews tenders submitted for SPOC review in line with Section 54 of the PPDPAAct:
- Reviews and Issues of technical guidance to queries and requests from Procuring Entities;
- Reviews and Processes applications for authority to conduct procurement from Procuring Entities;
- Reviews, approves, and gazettes suppliers;
- Gives advice and assistance to procuring entities without limiting their responsibilities on procurement technical issues;
- Prepares procurement plans, monthly returns, quarterly returns, and annual returns in line with the PPDPAAct and M and E guidelines;
- Prepares departmental weekly, quarterly, and annual operations reports;
- Assists in the preparation of Standard Bidding Documents for use by all procuring entities;
- Assists in the research, design, and crafting of technical guidelines and operational instructions issued to PEs;
- Assists in the development and implementation of a procurement audit system for procuring entities;
- Undertakes field work assignments for procuring activities with regards to research and data collection;
- Assists in the development of departmental budgets ensuring that all procurement costs are accurately incorporated;
- Carries out any other duties as assigned by the Procurement Manager
- Decides tenders that proceed for review by the SPOC and those that should be returned to the Procuring entity
- Decides the procurement process to be carried out in the procurement of the requirements for the authority.
Qualifications and experience
- Must have Higher National Diploma (HND) or a relevant Degree in Procurement
- Good appreciation of the PPDPAAct
- Must have a minimum of three (3) years working experience in a similar environment
- An innately inquisitive nature and a robust personality
- Analytical instinct
- Excellent interpersonal skills and organizational skills possessor of strong morals and the ability to work under pressure
