Qualifications and Requirements

5 O Levels including English and Mathematics (one sitting)
-
Degree in Purchasing and Supply Chain Management or equivalent
-
Master’s degree in Purchasing and Supply Chain Management is a distinct advantage
-
At least one-year experience as Head of Procurement Management Unit in the Public Sector
-
Minimum of 5 years working experience in the Public Sector
-
Knowledge of Electronic-Government Procurement System is a must
-
Knowledge of PFM is a distinct advantage
-
At least 35 years of age
-
No criminal record (attach Police clearance)
-
Clean Class 4 Driver’s licence
-
Be a Zimbabwean citizen
Roles and Responsibilities
-
Ensure Council compliance with Public Procurement and Disposal of Public Assets Act (Chapter 22:23)
-
Execute procurement processes (tendering, bid evaluation, awarding)
-
Lead contract negotiations with suppliers and contract management
-
Compile procurement management reports
-
Compute monthly, quarterly, and annual PRAZ returns
-
Secure adoption of appropriate procurement methods
-
Prepare Annual Procurement Plan and submit to PRAZ for approval
-
Coordinate Electronic-Government Procurement system
-
Advise Town Secretary on procurement issues and procedures
-
Exercise other duties as assigned by the Town Secretary
