Procurement Officer

Station: Lotteries and Gaming Board.
Reports to: Chief Executive Officer.

The Lotteries and Gaming Board, established under the Lotteries and Gaming Act Chapter [10:26], is mandated to regulate and supervise the lotteries and gaming industry in Zimbabwe. The Board invites applications from suitably qualified and experienced professionals to fill the position of a Procurement Officer.

Key Responsibilities

  • Assist in developing and implementing the Annual Procurement Plan.

  • Consolidate departmental procurement needs and verify specifications.

  • Sourcing for quotations and supplies within the set timelines.

  • Crafts tender documents and Requests for Proposals (RFPs) in line with Procurement Policy dictates.

  • Ensure procurement activities align with approved budgets and work plans.

  • Crafts a tender adjudication or acceptance matrix for recommendation to the FAM, which when approved will be the standing tender adjudication matrix for the board.

  • Prepare bidding documents, requests for quotations, and tender notices.

  • Coordinate tender processes including advertising, bid opening, and evaluation logistics.

  • Maintain an up-to-date supplier database and support supplier performance assessments.

  • Facilitate supplier engagement meetings and address routine supplier queries.

  • Ensure all procurement activities comply with the PPDPA Act Chapter (22:23) internal regulations, and PRAZ guidelines.

  • Maintain accurate procurement records, registers, and audit trails.

  • Prepare procurement reports for management, PRAZ, and other oversight bodies.

  • Support internal and external audits by providing required documentation.

  • Assist in drafting and reviewing contracts, purchase orders, and service level agreements.

  • Monitor contract performance, delivery timelines, and adherence to specifications.

  • Negotiates for favourable contract terms with suppliers under the supervision of the Chief Executive Officer.

  • Track contract renewals, expiries, and variations.

  • Provide guidance to departments on procurement procedures and compliance requirements.

  • Participate in evaluation committees as assigned.

  • Support the development and review of procurement policies, procedures, and templates.

  • Identify opportunities for cost savings, process improvements, and risk mitigation

Qualifications and Experience

  • A degree in Procurement, Supply Chain Management, Business Administration, or related field.

  • At least 3-5 years’ experience in procurement, preferably in a public sector or regulatory environment.

  • Knowledge of the PPDPA Act Chapter (22:23), PRAZ requirements, and public sector procurement processes.
