DUTIES AND RESPONSIBILITY:
The incumbent will be responsible for:
– Formulation and implementation of Council procurement plans.
– Working closely with the other Council departments in their supply chain activities, right from need identification in specification to product in service delivery.
– Preparing the biding documents in compliance with provisions of the Public Procurement and Disposal of Public Assets Act.
– Providing quality, technical, legal guidance and advice on procurement issues to the. Accounting Officer and the Procurement Management Unit.
– Formulating internal controls around the procurement cycle. identifying and managing risk associated with procurement.
– Leading in contract negotiations with contractors.
– Producing monthly and periodic procurement reports for the Accounting Officer.
– Preparing bidding documents and appropriate review of tender documents in line with the Public Procurement and Disposal of Public Assets Act.
– Any other duties as may be assigned by the Accounting Officer and Procurement Management Unit.
QUALIFICATIONS AND ATTRIBUTES & EXPERIENCE:
– Degree in Purchasing and Supply Management
– Membership of a professional board will be an added advantage.
– Must be computer literate.
-Have at least 2 years’ experience in the field preferably the Public Sector.
– Ability to build and maintain strong relationships with suppliers
– Solid analytical skills, with the ability to prepare procurement reports.
– Good negotiation skills
