PROCUREMENT OFFICER/BUYER-GRADE D1
MINIMUM QUALIFICATIONS
- 5 ’O’ Levels inclusive of English Language and Mathematics/ Accounts.
- A Degree in Purchasing and Supply Management or equivalent.
- Higher National Diploma in Purchasing and Supply
- A professional qualification in Supply Chain Management (Chartered Institute of Procurement and Supply Chain Management is a must
- At least 3 years experience with a strong bias towards Public Sector Procurement
- Membership of a recognized professional body
- Knowledge of the Public Procurement Act is highly desirable
DUTIES AND RESPONSIBILITIES
- Championing the development and implementation of the Council Procurement Plan
- Managing all procurement and contracts (tenders)
- Determining appropriate procuring methods
- Preparing bidding documents in compliance with the provisions of the Public Procurement and Disposal of Public Assets Act (Chapter 22:23)
- Designing the contract specifications and evaluation criteria
- Preparing bid notices and shortlists
- Managing bidding process, bidding meetings, receipt and opening of bids)
- Managing the evaluation of bids and any post-qualifications required.
- Supervising the evaluation committee
- Preparing evaluation reports, including contract award recommendations
