Overall Scope of Work

 

 

Under the supervision of the Procurement Specialist, the Procurement Officer will assist in supporting the day-to-day
project procurement activities for SACP. Additionally, s/he will provide oversight in the execution of work by the Procurement
Assistant and Junior Procurement Officers in the Provincial PIUs of the project.

 

 

Main Tasks and Responsibilities

 

 

•⁠ ⁠Assist the Procurement Specialist in managing the procurement activities of the project, supporting and conducting procurement in accordance with IFAD procurement procedures and the Project Implementation Manual.
•⁠ ⁠Assist in the preparation, and management of procurement documents ensuring adherence to IFAD procurement policies.
•⁠ ⁠Support the Procurement Specialist in maintaining the project procurement plan, ensuring it is updated in line with the Annual Work Plan and Budget (AWPB)
•⁠ ⁠Maintain accurate records of all procurement transactions, including supporting documentation, contracts, and correspondence.
•⁠ ⁠Organize and archive procurement files and documentation as per IFAD guidelines.
•⁠ ⁠Assist with the identification and evaluation of potential vendors and service providers.
•⁠ ⁠Maintain a vendor database, ensuring it is current and reflective of reliable suppliers who meet IFAD’s standards.
•⁠ ⁠Provide administrative support during the bid evaluation process, including preparing evaluation reports and summary documents.
•⁠ ⁠Assist in coordinating meetings with evaluation committees, ensuring that all necessary materials are available.
•⁠ ⁠Assist and advise evaluation committee members on matters related to the evaluation of bids and recommendations for the selection and award.
•⁠ ⁠Provide support and guidance to the Junior Procurement Officers in the Provincial Districts to ensure compliance with IFAD procedures.
•⁠ ⁠In consultation with the Procurement Specialist, review cases and all supporting documents received from Provincial Offices and provide appropriate advice.
•⁠ ⁠Assist the Procurement Specialist in monitoring contractors’ performance (goods, works, and services) to ensure timely delivery and quality of services, and expedite delivery as needed.

 

 

Qualifications and Competences

 

 

•⁠ ⁠University Degree in Procurement, Supply Chain Management, Business Administration, or a related field.
•⁠ ⁠A professional qualification such as CIPS/CILT
•⁠ ⁠Professional certification or equivalent in Procurement and/or supply chain operations will be considered an asset.
•⁠ ⁠Excellent knowledge and understanding of public procurement and contract management.
•⁠ ⁠Proficient in the usage of computers and office software packages (MS Word, Excel, etc.).
•⁠ ⁠Strong data analysis skills and organizational capabilities.
•⁠ ⁠Excellent interpersonal communication skills and ability to build relationships.
•⁠ ⁠Fluency in written and oral English is a requirement.

 

 

Required Work Experience

 

 

•⁠ ⁠A minimum of 5 years of experience in procurement or supply chain management.
•⁠ ⁠Familiarity with donor-funded projects, such as those implemented by the UN system, World Bank, or AfDB, will be considered an asset.

Mode and Duration of Contract
•⁠ ⁠Recruited for the remaining duration of the project (December 2027)
•⁠ ⁠Subject to a satisfactory annual performance review
