The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from suitably qualified and experienced candidates for the following positions that have arisen within the Organization.

1. PROCUREMENT MANAGER

DEPARTMENT: OPERATIONS

Reporting to Operations Director

Duties and Responsibilities

  • Ensures that the Authority is also compliant with the Public Procurement and Disposal of PublicAssets (PPDPA) Act Chapter 22:23] on all matters
  • Supervises the review of authorization to contact procurement by procuring entities.
  • Supervises the review process of tenders that will be submitted to the Special Procurement
  • Oversight Committee (SPOC).
  • Recommends necessary changes that need to be done to the procurement law as well as issuing of circulars.
  • Provides secretarial services to the SPOC
  • Ensures that Public Procurement and Disposal of Public Assets is effected in a manner that is transparent, fair, honest, cost-effective, competitive and in compliance with the PPDPA Act through reviewing procurement processes; and
  • Supervises procuring entities and the public procurement system in order to secure compliance with the Act through registration of procurement entities and providing secretarial services to SPOC.
  • Issues technical guidelines and instructions regarding the implementation of the PPDPAAct.
  • Oversees the Development and implementation of a transparent and equitable framework for the registration of bidders or contractors.
  • Reviews the development of standard documents to be used in public procurement.
  • Gives advice and assistance to all procuring entities without limiting their responsibilities on procurementechnical issues.
  • Develops and advises the Government on ways in which the environmental, social and economic policies of Zimbabwe, including those designed for economic empowerment and domestic preferences, may be implemented through public procurement (issues to do with green procurement, use of renewable resources and sustainable procurement)
  • Manages all procurement activities of the Authority.
  • Exercises any other function conferred or imposed on the unit by or under the Act or by the Accounting Officer.
  • Supervises Procurement Officers.
  • Supervises the reviewal process of Authorisation to conduct procurement for all procuring
    Entities.
  • Supervises the reviewal process of tenders that are submitted for SPOC review in line with Section 54 of the PPDPAAct; –
  • Reviews the current procurement system, logging technical guidance to queries and requests from Procuring Entities and then developing PRAZ circulars that aid the efficiency of the procurement system in Zimbabwe.
  • Provides Technical guidance and assistance to procuring entities without limiting their responsibilities on procurement technical issues
  • Supervises the review process of Exemptions from following normal tender procedures for entities operating in competitive environments
  • Supervises the review of condonation requests by Accounting Officers who would have violated specific provisions of the Act.
  • Supervises the review of Standing Lists requested by Accounting Officers.
  • Supervises the Registration of Approved Suppliers and ensures that the process of registration improves the ease of doing business of suppliers in Zimbabwe.
  • Assists the Legal Department of PRAZ in responding to all Legal matters that involve public procurementto PRAZ’s Stakeholders
  • Assists the Capacity Building Department by aiding clarification of technical challenges that procuring entities face daily.
    Supervises PRAZ’s PMU by ensuring that all goods and services are procured in line with the PPDPAAct
  • Prepares procurement plans, monthly returns, quarterly returns, and annual returns in line with the PPDPAAct and M & E quidelines;
  • Prepares departmental weekly, quarterly, and annual operations reports
  • Oversees the development and improvement of Standard Bidding Documents for use by all procuring entities in view of the ever-changing economic environment.
  • Carries out any other duties as assigned by the Operations Director.

Qualifications Required

  • BSc Procurement / Purchasing and Supply, Supply Chain Management, Economics
    CIPS professional Diploma

Experience Required

  • Must have a minimum of five (5) years working experience in a Procurement environment
