Applications are invited from suitably qualified and experienced persons to fill the following position which has arisen within the People’s Own Savings Bank.

Duties And Responsibilities
BASIC FUNCTION
Reporting to the Chief Executive Officer the incumbent will be responsible for spearheading the functions of the Procurement Management Unit in the bank.
KEY ACTIVITIES OF THE JOB
1. Strategy Formulation
• Advising the Accounting Officer on formulation of the bank’s annual strategic plan.
• Formulating and reviewing the bank’s Procurement Policies.

2. Procurement Management
Planning the annual capital and operational expenditure activities in liaison with the Finance department.
Overseeing tender procedures and cost effectiveness in procurement of goods and services for the bank in line with approved procurement strategies.
Advising the bank’s Evaluation Committee to ensure that it carries out its duties in accordance with the Act.
Guiding the bank’s asset disposal processes. Reviewing contract agreements, SLAs and addendums to contract to ensure adequacy and compliance with all provisions.
• Managing implementation of procurement contracts and SLAs.
• Preparing evaluation reports recommending award of tenders to the Accounting Officer.
• Controlling and monitoring contract documents and ensuring timely renewal of contracts and SLAs.
• Recommending payment for procurement executed.
• Conducting any other procurement duties as may be assigned.

3. Staff Management
Conducting periodic department meetings.
Conducting staff appraisals in line with the bank policy.

Qualifications And Experience
MINIMUM QUALIFICATIONS AND EXPERIENCE
• A business related degree
• Diploma in Chartered Institute of Purchasing and Supply or equivalent
• A Master’s Degree related to business is an added advantage
• 5 years’ procurement experience in a senior managerial position
• Exposure in Public Sector Procurement is a distinct advantage
• A clean class 4 driver’s licence
