BACKGROUND
UNDP Zimbabwe is the Principal Recipient (PR) for the Global Fund HIV grant and provides Support Services (Fund Administration) to the Ministry of Health and Child Care (MoHCC) as continuing PR for the Tuberculosis and Malaria grants. The Programme Management Unit (PMU) is responsible for day-to-day management of the HIV grant, including coordination with country stakeholders (MoHCC, NAC), financial management, compliance, risk management, procurement of health products, and strengthening national pharmaceutical and laboratory supply chain systems (including the Solar for Health initiative).

Key Responsibilities
- Ensure strategic leadership, planning, and effective management of Global Fund procurement and supply chain management activities for health products
- Ensure proactive procurement and health product management, oversight, and a robust risk management approach for the GF project
- Provide effective support to MoHCC as PR, ensuring compliance with the Fund Administrator Agreement between UNDP and the Global Fund
- Ensure development and implementation of sustainable PSM related system strengthening (logistic information systems, storage/distribution, regulatory services, capacity building)
- Facilitate procurement knowledge building and knowledge sharing across UNDP and UN partners
- Manage and supervise the PSM team
Requirements
- Education: Advanced university degree (Master’s) in Procurement, Pharmacy, Economics, Business Administration, Health, Public Administration, or related field. A Bachelor’s plus 2 additional years qualifying experience considered in lieu of Master’s. CIPS Level 4 highly desirable.
- Experience: Minimum 7 years (with Master’s) or 9 years (with Bachelor’s) professional experience, including 3 years international experience in public procurement and supply chain management of health products. Global Fund PSM experience and UNDP procurement policy experience an asset.
- Language: Fluency in oral and written English required.
- Mobility: Required.
