Organization Name: Norton Town Council
The main purpose of this job is to provide strategic procurement initiatives for the Council. This is a managerial position which is results driven and the incumbent will be reporting to the Town Secretary. A highly motivated and mature person is needed for this position. The successful candidate must be a person of high integrity and honesty.
Key Responsibilities
- Formulating procurement strategies, policies and procedures.
- Providing strategic and practical advice on all procurement issues to all staff and members of Council.
- Managing the end-to-end procurement process in collaboration with key business areas.
- Ensuring procedures and processes are fully documented and followed.
- Helping Council to forecast and plan requirements.
- Developing and maintaining long-term, positive relationships with strategic suppliers and key stakeholders and implementing the best sourcing practices.
- Driving cost reduction through process improvements, supporting all developments by ensuring all their requirements are fulfilled timeously.
- Developing, upgrading and monitoring the Council’s procurement strategy and leading in the development of procurement initiatives such as e-procurement within the Council.
- Ensuring that Council’s procurement activities comply with Procurement legislations such as the Public Procurement and Disposal of Public Assets (PPD PA) Act, Chapter 22:23.
- Producing and maintaining a long-term plan for procurement with Council which will maximize Council’s purchasing power where practical and appropriate.
- Advising Council on all procurement related issues.
Requirements
- Bachelor’s degree Honors in Purchasing & Supply or equivalent.
- Either Masters degree in Procurement and supply chain management or a Professional Diploma of the Chartered Institute of Purchasing & Supply is an added advantage.
- Valid membership of the Chartered Institute of Purchasing & Supply (CIPS)
- At least three (3) years post qualification experience in purchasing and supply.
- A clean Class 4 driver’s licence.
