Applications are invited from suitably qualified and experienced persons to fill in positions which have become vacant in the Procurement Management Unit. 

 

 

POSITION : PROCUREMENT AND COMPLIANCE MANAGER
GRADE : 13
DEPARTMENT : OFFICE OF THE TOWN CLERK
REPORTING TO : THE TOWN CLERK

 

QUALIFICATIONS AND EXPERIENCE 

 

A successful candidate should have the following qualifications and experience
• Bachelor’s Degree Honours in Purchasing and Supply or equivalent.
• Masters in Procurement and Supply Chain Management or equivalent is an added advantage
• A Professional Diploma qualification in Chartered Institute of Procurement and Supply (CIPS).
• Valid membership of Chartered Institute of Procurement and Supply (CIPS)
• At least five (5) years’ post qualification experience level in purchasing and supply.
• Clean class 4 driver’s license.

• Good communication and interpersonal skills.
• Ability to uphold and respect procurement ethics and to conduct activities with integrity.
• Ability and willingness to meet tight deadlines and work longs hours when required.
• Ability to act in utmost confidentiality, honesty, reliability and responsibility.
• Ability to ensure that each procurement decision is based on adequate information to the extent that it is available and is made in good faith, for a proper purpose in accordance with the Procurement Act in the best interest of Council
• Problem-solving ability.
• Ability to work in teams demonstrating patience and flexibility. 

 

 

DUTIES AND RESPONSIBILITIES 

 

• Formulating Procurement strategies, policies and procedures.
• Providing strategic and practical advice on all procurement issues to all staff and members of Council.
• Managing the end-to-end procurement process in collaboration with key business areas.
• Ensuring processes and procedures are fully documented and followed.
• Helping Council to forecast and plan supply requirements.
• Developing and maintaining long-term, positive relationships with strategic suppliers.
• Ensuring compliance with Procurement Legislations and management of procurement risks.
• Developing business relationships with suppliers and key stakeholders and implementing the best sourcing practices.
• Driving cost reduction through process improvements, supporting all developments by ensuring that all their requirements are fulfilled timeously.
• Developing, updating and monitoring the Council’s procurement strategy and leading in the development of procurement initiatives such as e- procurement within the Council.
• Ensuring that Council’s procurement activities comply Procurement Legislations such as the Public Procurement and Disposal of Public Assets (PPDPA) Act, CAP 22:23.
• Producing and maintaining a long-term plan for procurement within the Council, which will maximize the Council’s purchasing power where practical and appropriate.
• Advising Council on all Procurement related issues.
