The Municipality Of CHITUNGWIZA. POST OF DIRECTOR URBAN PLANNING (GRADE 15). Applications are invited from suitably qualified and experienced personnel to fill the above-mentioned position, which has arisen within Chitungwiza Municipality.
Key Responsibilities
- Providing overall strategic leadership, direction, and management of the Urban Planning Department to ensure efficient, effective, and responsive service delivery.
- Advising the Town Clerk, Council, and relevant committees on all matters relating to urban planning, land-use management, development control, and planning policy formulation.
- Overseeing and regulating development control functions, including the assessment, approval, and monitoring of building plans, subdivision applications, change-of-use applications, and special consent proposals.
- Ensuring full compliance with applicable legislation, including the Regional, Town and Country Planning Act [Chapter 29:12], relevant statutory instruments, and other related laws and regulations.
- Coordinating urban planning activities with other Council departments, central government ministries, parastatals, and external stakeholders to promote integrated and coherent development planning.
- Promoting sustainable urban development practices, environmental protection, climate change adaptation, and resilience planning within the Municipality of Chitungwiza.
- Overseeing land administration processes, including land allocation, settlement regularization, redevelopment, and upgrading of informal and peri-urban areas, in collaboration with relevant authorities.
- Supervising, mentoring, appraising, and developing departmental staff, ensuring adherence to professional and ethical standards, effective capacity building, and implementation of performance management systems.
Requirements
- A Degree in Planning from an accredited university
- Must be a member of Zimbabwe Institute of Regional and Urban Planners (ZIRUP).
- Must have no criminal record.
- A relevant Master’s degree is an added advantage
- A clean record of service within the local government sector where applicable.
- At least 3 years’ experience in a senior management position.
- Excellent knowledge of urban planning theories, concepts and best practices for urban land use management.
- Experience in urban design principles including building design and public spaces.
- Proficient in Geographic Information Systems (GIS) and mapping technology.
