Reports to the Personnel Licensing Manager
LOCATION: Head Office

Job Purpose
The position exists to maintain standards, procedures, and practices for the licensing of pilots and other CAAZ-licensed fields to ensure the proficiency of all license holders to achieve and maintain compliance with ICAO standards

Duties and responsibilities
• Exercise oversight on Approved Training Organisations and licensed airmen in accordance with national regulations and ICAO standards.
• Participate in the development of Regulations and technical guidance material for internal use and use by industry.
• Investigate possible violations of National Civil Aviation laws in accordance with the resolution of safety issues manual.
• Carry out assigned tasks on the ICAO USOAP online platform.
• Ensuring that activities within Personnel Licencing are carried out in accordance with regulations, standards, and approved policies and procedures.
• Coordinating written examinations for flight crew members, aircraft maintenance staff, air traffic controllers, and ground operations personnel who want to apply for new classes, ratings, or authorizations to their licenses.
• Coordinating practical tests as required for the different specialties and generating the necessary test reports;
• Effectively monitoring service providers’ safety management systems in order to minimize hazards and risks in their operations.
• Participating in the effective implementation of performance management systems in order to enhance individual and organizational performance.
• Coordinating the issuance, validation and conversion of all types of licences and ratings issued under the Zimbabwe Civil Aviation Requirements.
• Monitoring implementation of a system for designees and their oversight.
• Certification and surveillance of Flight crew, ATC, AME, FOO and Cabin Crew training organizations (ATOs).
• Coordinating processes for any enforcement action required to ensure compliance by license, certificate, and authorization holders.
• Evaluate ground training curricula and study material submitted by approved training organizations in support of applications for approval to conduct approved training courses;
• Orally examine, in their specialist subjects and audition in the classroom, ground instructors seeking authorization to instruct at approved training organizations or, if suitable for instructor qualification, approve the training and evaluation conducted by an approved training organization;
• Inspect the training facilities, including flight simulator training devices, procedures and methods at approved training organizations;
• Ensuring the approval or acceptance of simulation training devices used for training within the scope of licensing;
• Implementing supervision and control procedures for flight crew examiners, cabin crew, and AME and air traffic controller examiners;
• Ensuring the maintenance of qualification and proficiency of flight and practical examiners.
• Implementing the procedures to supervise the designated medical examiners in coordination with the medical assessor;
• Implementing the established system to approve and oversee domestic training organizations as well as testing centers, including the air traffic controllers’training unit.

Qualifications and Experience
• Must be a licensed aviation professional with any of the following qualifications and experience:
o A pilot with at least a Commercial Pilot Licence and a minimum of 500 total flying hours and a minimum of 5 years’ experience in an aviation organisation.
OR o Aircraft Maintenance Engineer licence and a minimum of 5 years work experience as a licensed aircraft maintenance Engineer. OR
o Air Traffic Controllers (ATC) Licence with at least 3 ratings and a minimum of 5 years’ experience as an Air Traffic Controller.
• Sound knowledge of the ICAO USOAP system
• Knowledge of ICAO SARPS and Zimbabwe aviation legislation
• Good communication skills
• Must be computer literate.

Added Advantage
o Have undertaken advanced training in personnel licensing
o Have undertaken a Government Safety Inspector course.
o Have safety auditor training.
