Purpose of the Assignment
UNICEF Zimbabwe is seeking a qualified national consultant to support its Country Office (CO) in implementing programme monitoring and knowledge management activities. The consultant will also contribute to strengthening the capacity of Government institutions and implementing partners in these areas.
Scope of Work
Under the guidance of the Planning, Monitoring, and Evaluation (PME) team, the consultant will contribute to three core focus areas:
1. Performance Monitoring, Reporting, and Data Systems
-
Maintain and update programme data collection systems and analytics for monitoring results, budgets, and partnerships.

Develop and maintain databases for programme planning and monitoring.
-
Update UNICEF’s Results Assessment Module (RAM), UN Info, and DevProMIS systems with relevant data.

Develop data visualization tools such as dashboards, maps, and infographics to support decision-making.
-
Produce sectoral data and monitoring reports, including for field and supply-end user monitoring.

Contribute to the development and tracking of programme monitoring frameworks and indicators.
-
In humanitarian contexts, support data collection and consolidate performance monitoring efforts.

Provide data for emergency reporting (e.g., SitReps).
2. Capacity Building
-
Design and deliver capacity-building activities for UNICEF staff, government stakeholders, and implementing partners.

Support training on data analysis tools such as Power BI.
-
Promote understanding and use of monitoring tools, systems, and methods.
-
Collaborate with development partners to strengthen institutional capacity in planning and monitoring.
3. Knowledge Management and Information Sharing
-
Document key decisions, updates, and lessons from programme meetings and activities.

Contribute to knowledge management initiatives and processes that improve programme effectiveness.

Support the development and dissemination of knowledge products, including good practices and lessons learned.

Coordinate data sharing and collaboration with other UN agencies and partners.

Update and manage relevant platforms such as the PPM SharePoint site.

Qualifications and Experience
Education:
-
Bachelor’s degree in Social Sciences, Statistics, Development Planning, or a related field.
Experience:
-
Minimum of 2 years of relevant professional experience in programme implementation, monitoring, and evaluation.
-
Experience in gender-based programming is essential.
-
Prior involvement in humanitarian response programming is an advantage.
Technical Skills:
-
Proficiency in data analysis, demography, statistics, and data management.
-
Experience with data visualization and monitoring systems (e.g., Power BI).
-
Strong knowledge of mixed-methods research and statistical inference.
-
Capacity to conduct training in M&E and data management.
- Awareness of gender equality and diversity principles.
Desirable:
-
Familiarity with UNICEF’s M&E procedures and tools.

Exposure to emergency preparedness and response programming.
-
Knowledge of the UN system, UNICEF’s mandate, and guiding principles.
Languages:
-
Fluency in English and a local language of the duty station is required.
