The Monitoring & Evaluation Officer oversees all M&E activities, provides technical direction and support. S/he will be responsible for designing a robust M&E system that will ensure that relevant quantitative and qualitative data required for regular monitoring and reporting is collected, managed, analysed and stored in appropriate form.
Duties And Responsibilities
Planning
• Provide expertise in M&E planning and methodology
• Conduct baseline surveys
• Participate in and providing support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks, LogFrames)
• Develop Monitoring and Evaluation plans
• Help determine performance and impact indicators and targets
• Provide support to the Director with proposal development for M&E components
Monitoring
• Implement monitoring systems and designing monitoring tools
• Developing and periodic reviewing of data collection tools
• Monitor project activities, outputs and progress towards anticipated results
• Work with data platforms and databases technologies to capture and organize data
• Train field staff in monitoring and evaluation processes and providing ongoing coaching
• Carry out planned and random field visits, verifications and validations of data
• Conduct data quality assessments
Analysis and Reporting
• Determine data analysis procedures and use of quantitative or qualitative analysis tools
• Clean, sort, categorize and organize data
• Analyze quantitative and/or qualitative data
• Summarize findings
• Develop monthly, quarterly or annual reports depending on project requirements.
• Prepare and share with management monitoring and evaluation reports for all projects.
• Disseminate evaluation findings and project results with management, donors and other stakeholders
Evaluation
• Conducting program analysis or special studies
• Supporting or leading evaluation teams
• Managing external evaluation consultants and draft scope of work/terms of reference
Organizational Learning
• Contributing to institutional learning processes
• Documenting stories of most significant change
• Tracking best practices in monitoring and evaluation
Qualifications And Experience
• A recognized University degree in one of the following fields: Social Sciences/ Monitoring and Evaluation/Statistics or equivalent.
• Advanced knowledge and skills of computer packages (excel and access) and use of qualitative and quantitative data analysis software
• Good interpersonal, networking and communication skills;
• At least 2years working experience in similar position
• Valid class four driving license
