Childline Zimbabwe is a Private Voluntary Organisation which is registered under the laws of Zimbabwe, specialising in child protection, championing, guarding and protecting their rights through the provision of safe, confidential and child friendly reporting mechanisms centred around a free 24 hour counselling services. It seeks to recruit a qualified and experienced individual to take up the role of a Monitoring, Evaluation and Learning Manager for an upcoming USAID funded project: Sustaining Care and Support Services for Orphans and Vulnerable Children (OVC) and their Caregivers in an HIV Epidemic in Zimbabwe.

General Purpose:
The Monitoring, Evaluation and Learning Manager shall be responsible for the overall design and execution of the Monitoring and Evaluation infrastructure of the OVC program, including identifying and meeting monitoring and evaluation performance standards as well as data security, integrity, and privacy requirements. The Monitoring, Evaluation and Learning Manager will be the lead in executing elements of the data governance strategy, both directly and through the management of the Monitoring and Evaluation team and will work in collaboration with other OVC program team members.

Duties And Responsibilities

 

  • Providing an oversight on the design, development, and maintenance of an electronic information system and on statistical analysis and or interpretation of results, data and information for programme and policy development.
    • Responding to information demand placed by USAID or Childline by effectively delegating and coordinating the collection, analysis, and presentation of available information in a structured manner which ensures the maintenance of quality standards.
    • Working with coordinators to ensure the application of appropriate research methodology and ensuring that all operational research activities are well coordinated and are running smoothly according to approved protocols.
    • Conducting routine and regular strategic or program planning meetings with OVC program staff using evidence gleaned from data analysis and interpretation.
    • Managing the program request tracker and continuously flagging urgent matters and critical success factors that will be off-track.
    • Modelling expected behaviour and coaching team members to cultivate and institutionalize a problem-solving and critical thinking culture within team members and empowering them to be able to work independently and have a sense of shared ownership, pride, and responsibility of their work.
    • Training and mentoring staff and partners in various aspects of MEL and research, and assist them with using MEL systems, including data use and quality assurance.
    • Leading the development of the project’s Monitoring, Evaluation, and Learning (MEL) plan and system for tracking and timely, accurate, and complete reporting of project performance against key indicators.
    • Conducting supportive supervisory visits to partners and beneficiaries to observe, monitor and provide guidance and quality feedback on the use of data and indicators.

Qualifications And Experience

 

  • A Degree in Monitoring and Evaluation and Master’s Degree in public health, epidemiology, economics, statistics or related field preferred.
    • Minimum of 10+ years of professional experience in a senior MEL position responsible for implementing MEL activities of large-scale international development projects.
    • Experience with USAID and PEPFAR related programming is an added advantage.
    • Proven success in designing, implementing, and operating project MEL systems from project initiation to closeout stages.
    • Excellent knowledge of data collection protocols for quality data collection and verification.
    • Strong ability to analyse multiple sources of data to identify data trends and to provide recommendations on project implementation.
    • Demonstrated experience with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing MEL systems.
    • Demonstrated experience leading and building the capacity of MEL staff to meet project needs and deliverables strongly desired.
    • Excellent data visualization skills, statistical analysis.
    • Clean Class 4 Driver’s licence with at least 2 years driving experience.
