Applications are invited from suitably qualified and experienced persons to fill the position of Monitoring and Evaluation Officer. Norton Town Council is seeking a qualified, results-oriented Monitoring and Evaluation Officer to support the effective planning, implementation and reporting of Council projects. The successful candidate will ensure timely collection, analysis, and use of data to inform decision-making and improve programme performance. This is a result driven position and the incumbent will be reporting to the Town Secretary. A highly motivated and mature person is needed for this position. The successful candidate must be a person of high integrity and honesty.
Key Responsibilities
- Design and implement monitoring and evaluation frameworks, tools, and systems in line with Council requirements.
- Support baseline, midline, and end-line surveys and evaluations on Council strategic and annual plans.
- Collect, analyse, and manage quantitative and qualitative data for project performance tracking.
- Conduct routine field monitoring visits to assess project progress and compliance.
- Prepare periodic monitoring, evaluation, and learning reports.
- Build the capacity of project staff and partners on M&E concepts and tools.
- Facilitate learning, documentation of best practices, and lessons learned.
Requirements
- First Degree in Monitoring and Evaluation, Statistics or Economics with a 2.1 degree pass (essential)
- Possession of a post graduate diploma in project management is an added advantage.
- At least 3 years’ experience in a busy Monitoring and Evaluation environment
- Strong knowledge of M&E frameworks, indicators, and data collection methodologies.
- Proficiency in data analysis tools.
- Excellent report-writing and communication skills.
