Under the general supervision of the Technical Project Coordinator, the job incumbent will be responsible for providing support in planning, monitoring and evaluating achievements against the implementation of the project document. The incumbent will play roles in promoting of key lessons learnt for the improvement of the project and for wider learning of the partners and stakeholders.

Key Responsibilities
- To lead in the design and implementation of the project’s monitoring and evaluation plan, the project’s results framework and ensuring alignment with GEF requirements.
- To develop, review and enhancing project planning, monitoring and evaluation templates and reporting instruments.
- To record, manage and preserve monitoring and evaluation data in a safe and accessible way.
- Validating performance reports by project partners on quarterly basis as defined in the project document.
- To develop smart digital baseline data collection methodology necessary for tracking progress across urban climate planning, wetlands ecosystem restoration, sustainable food systems, and circular economy components.
- To coordinate regular data collection (including gender-disaggregated data and social inclusion metrics), analysis, reporting, and ensure that findings are integrated into the project adaptive management and knowledge sharing processes.
- To undertake quality assurance for project performance reports, support for midterm and final evaluations.
Requirements
- A degree in Monitoring and Evaluation, Development Studies, Statistics, Environmental Science, or a related field.
- Minimum of seven years’ experience in monitoring and evaluating complex, multi-stakeholder development projects
- Solid technical expertise in results-based management, impact evaluation methodologies, and the application of logical frameworks and
- Familiarity with Theory of Change (ToC) models, preferably in the context of urban resilience, climate change, or ecosystem restoration.
- Familiarity with GEF core indicators and standard M&E guidelines is essential.
- Ability to engage with diverse stakeholders including local governments, civil society, and community-based organizations, and to translate technical data into actionable insights, is essential for success in this role.
- Proficiency with digital tools for data collection (e.g., Kobo Toolbox, Power BI), participatory M&E techniques, and geospatial analysis will be considered an asset.
