Key Responsibilities

  • Developing and implementing the City of Gweru’s Monitoring and Evaluation (M&E) framework, systems, tools and guidelines.
  • Coordinating the monitoring and evaluation of Council programmes, projects and strategic initiatives.
  • Tracking the implementation of the Council Strategic Plan, Departmental work plans and key performance indicators (KPIs).
  • Collecting, verifying, analyzing and interpreting performance data from all Council Departments.
  • Preparing monthly, quarterly, annual and Ad-hoc monitoring and evaluation reports for Management and Council.
  • Developing performance dashboards and other reporting tools to facilitate informed decision-making.
  • Conducting field visits and project inspections to verify implementation progress, outputs and outcomes.
  • Assessing programme and project performance against approved targets, budgets and timelines.
  • Identifying implementation challenges and recommending corrective actions to improve organizational performance.
  • Supporting departments in developing logical frameworks, performance indicators and data collection tools.
  • Ensuring the quality, accuracy, consistency and integrity of monitoring and evaluation data.
  • Facilitating programme and project reviews, evaluations and impact assessments.
  • Providing technical support and capacity building to departments on monitoring and evaluation best practices.
  • Maintaining an effective M&E database and records management system.
  • Benchmarking Council performance against local, regional and international best practices.
  • Any other duties as assigned by the Superiors.

Requirements

  • A Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Public Administration, or a relevant related field from a recognised institution.
  • A postgraduate qualification in Monitoring and Evaluation, Project Management or Strategic Management will be an added advantage.
  • At least three (3) years of relevant experience in monitoring and evaluation, performance management, strategic planning or programme management, preferably within the public sector or a local authority.
  • A clean Class 4 Driver’s Licence.
  • Excellent organizational, time management and communication skills.
  • Ability to work under pressure and outside normal working hours.
  • Excellent analytical and problem-solving skills.
  • Honest, reliable and responsible.
  • Good organisational and planning skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Strong interpersonal, training, and presentation skills.
  • Demonstrable knowledge of Integrated Results-Based Management (IRBM), Results-Based Monitoring and Evaluation (RBME), performance management systems and project cycle management.
