MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) OFFICER

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, learning framework, logical and results framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing partners, particularly in relation to monitoring, reporting and learning issues.

Duties And Responsibilities

Key Responsibilities

  1. a) Monitoring and Evaluation
  • Develop a robust monitoring, evaluation, accountability and learning system for the Coalition to be able to effectively track project activities according to the logical framework
  • Ensure that the MEAL system including all needed datasets are able to capture monitoring data
  • Summarize all project monitoring and evaluation data for the project and facilitate its update into the TRANAC Project Management Systems on time;
  • Provide project data for presentation to different audiences in appropriate fora in a timely manner;
  • Routinely perform quality assurance and data quality checks for M&E work, overseeing the recording and reporting of progress and performance of the operation compared to targets;
  • Ensure that all TRANAC project management tools are in place for the different teams. These include relevant Standard Operating Procedures, Project Guidelines, Terms of References for various studies etc
  1. b) Learning, Capacity building and networking
  • Coordinate M&E implementation, capacity building, sharing and learning of Project deliverables in collaboration with the Communication and Policy Advocacy Officer
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required;
  • Prepare and train staff, primary stakeholders and implementing partners, as necessary, on project/program design, monitoring and evaluation concepts, skills and tools;
  • Provide technical guidance to project staff in incorporating appropriate M&E tools into projects/programs based on needs, and donor requirements, resources and capacities.
  • Work closely with the project teams to utilize the collaborative, learning and adapting (CLA) approach to continually assess project progress and inform project management decision-making;
  • Ensure that lessons learned from the project implementation are used to improve future project selection, design and implementation.
  • Ensure that Coalition members learn from all evaluations of completed project activities for decision making and improvement of project designs;
  1. c) Planning and Reporting
  • Conduct a needs assessment and provide a capacity development plan for the project to inform relevant programming,
  • Provide an integrated planning and monitoring matrix for quick decision making
  • Develop SMART indicators that are supported by clear and concise indicator guidelines that define the indicators, data sources, data collection methods, frequency and audience.
  • Facilitate effective implementation of project MEAL
  • Liaise directly with the Project Lead to ensure the project has updated work-plans;
  • Support the development of periodic project progress reports by ensuring that all evidence is provided on time and archived in a central database;
  • Produce quarterly, half-yearly and annual project reports
  1. d) Research
  • Work closely with the Project Lead and Country Program Coordinators to plan for the project research activities, annual reviews and evaluations in a timely manner by ensuring that the requisite tools for these studies are in place on time;
  • Development of TORs and contracting in liaison with Administration
  • Identify and manage research consultancy studies
  • Disseminate research findings with the Communication and Policy Advocacy Officer
