Program Overview:
The United States Agency for International Development (USAID) anticipates funding the five-year Support for Commercializing Non-timber Forest Products (NTFPs) activity in Zimbabwe. The NTFP activity aims to commercialize non-timber forest products in Zimbabwe in order to improve the resilience of vulnerable and marginalized communities (particularly women and youth) through increased incomes and strengthened environmental stewardship.
Duties And Responsibilities
Objectives of the activity include:
Increased production and supply of non-timber forest products to meet domestic and international market demands;
Increased investments by local, regional and international marketers in the communities and on infrastructure that will ensure supply of quality products that meet international standards; and
Improved natural resource management and sustainable forest management practices that promote biodiversity and reduce human-wildlife conflict.
Job Summary:
TechnoServe seeks a Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning and Adapting (CLA) Manager for an anticipated agricultural development program in Zimbabwe. The MEL & CLA Manager will have the exciting opportunity to work at the intersection of environmental conservation and economic development sector in Zimbabwe and facilitate sustainable progress for individuals, communities, and market systems. The MEL & CLA Manager will manage the day-to-day monitoring, evaluation, learning (MEL) as well as lead initiatives that foster ongoing CLA activities. S/he will be responsible for enabling evidence-based decision-making processes by program leadership, providing the necessary data and information to improve performance and effectiveness as well as inform planning and management decisions. S/he will also be responsible for timely development and progressive implementation of the program’s MEL systems. The manager will facilitate continuous learning and adaptive management by applying the principles of CLA.
Qualifications And Experience
Basic Qualifications:
Bachelor’s degree in Monitoring & Evaluation, Economics, Statistics, Agriculture or other relevant field and 7 years of experience or a Masters degree and 5 years of experience
At least 5 years’ professional experience in M&E methods and approaches, including designing, planning, and implementing M&E systems, data analysis and assessment, as well as reporting using a logical framework and other strategic planning approaches.
Proven track record designing qualitative and quantitative measurement tools.
Prior experience implementing CLA into the program cycle.
Demonstrated understanding of gender and youth issues in agriculture or market systems.
Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
Prior work experience in countries in Southern Africa. Experience working in Zimbabwe strongly preferred.
Excellent oral and written presentation skills and good computer skills in business software (Excel, MS Project, and PowerPoint).
Preferred Qualifications:
Experience using statistical analysis software (Stata or similar).
Experience implementing CLA into the program cycle.
Previous experience working with USAID.
Familiarity with the Donor Committee for Enterprise Development (DCED) standards.
Required Languages:
Fluency in English with excellent oral and written communication skills required.
Knowledge, Skills and Abilities:
Understanding of capacities and constraints of smallholder farming and agribusiness development.
Detail orientation, including strong organizational, analytical and quantitative skills.
Results-oriented, with demonstrated experience achieving project targets.
Strong interpersonal and cross-cultural skills.
Proven team player with strong interpersonal and cross-cultural skills.
Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications.
