Overview of the role
Reporting directly to the Project Manager(s) and technically reporting to the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator, MEAL Officer is responsible for promoting evidence-based programming and strategy through developing and implementing quantitative and qualitative research activities within GOAL’s programmes. Build M&E capacity of GOAL project staff and support the implementation of an M&E framework.
Main responsibilities
Responsibility 1- Key Duties:
Generic
• In collaboration with the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator the MEAL Officer will be responsible for the implementation of programme monitoring and evaluation systems.
• Develop appropriate monitoring and evaluation plans and tools for data collection (including tools for mobile data collection).
• Ensure ongoing monitoring and evaluation of all project activities to determine the extent to which they are meeting objectives/outputs and to undertake modification /action needed to improve achievements.
• Develop and manage databases for programme participants.
• Lead and plan all assessments and surveys related to the programme through the development of Terms of Reference (TORS) for the assessments.
• Conduct training of project staff, enumerators and stakeholders on data collection methodology and M&E systems
• Attend end of cycle review meetings and contribute to organizational learning activities and documentation.
• Conduct periodic field visits to give support to field teams in the technical areas of monitoring and evaluation.
• Compile weekly, monthly, project and activity indicator progress tracking and assessment reports.
• In collaboration with Project technical teams, produce concise weekly activity reports.
• Produce internal situation reports on Project progress, and reports to donors.
• Disseminate monitoring and evaluation findings internally and externally through meetings and workshops.
• Contribute to the GOAL M & E component in proposal writing through the development of the logical frameworks and indicators.
• Mainstream cross cutting issues of gender, HIV/AIDS, Safeguarding, Child Protection and Environment in monitoring and evaluation.
• Establish appropriate community-based monitoring and evaluation systems including complaints/feedback handling mechanisms.
• Compile monthly and quarterly Complaint Response Mechanism (CRM) Reports
• Carry out any other duties as assigned by the line manager.
Responsibility 2- Proposal writing
• Assist Programme staff to write project proposals especially the logframe and indicators
Responsibility 3- Budgets
• Monitor budget expenditure on M & E monthly.
• Compile, update float trackers, training budgets and budgets for any other relevant M & E activities monthly.
• Submit cash requests on time
Responsibility 4- Logistics and Operations
• Comply with the procedures and policies
Responsibility 5- Finance and Compliance
• Comply with the procedures and policies
Responsibility 6- Human Resources
• Participate, plan for performance management and ensure that set objectives are achieved according to the performance plan
• Ensure time sheets are completed and submitted to HR monthly.
• Participate in Recruitment, Selection and Talent management as assigned
• Ensure compliance with the HR manual and any related policies Comply with the procedures and policies
Requirements (Person Specification)
A Minimum of a Degree in Social sciences Environmental/Health Sciences, Development Studies or any other relevant discipline; A post graduate qualification is added advantage.
• At least 3 years’ experience in Nutrition programming from an NGO will be added advantage.
• At least 3+ years of implementing surveys and other research activities within an NGO environment.
• Demonstrated experience in applying quantitative and qualitative /participatory research methods.
• Outgoing personality with excellent communication skills.
• Ability and willingness to travel to rural locations and live in sometimes basic conditions.
• Understanding of mainstreaming principles ie Gender, HIV/AIDS & Child Protection and experience of working on mainstreaming activities.
• Confident presentation and facilitation skills, proven record in provision and facilitation of trainings.
• Knowledge of Sphere and commitment to humanitarian principles
Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, Minitab, Epi Info.
