Matching Grant Manager (MGM): We Effect

We Effect, an International Swedish NGO, is implementing an Action funded by the European Union entitled Transforming the Zimbabwe Dairy Value Chain (DVC) for the Future (2019 – 2022).

Purpose of the position

To contribute to improved DVC performance and enhanced strategic and multilateral partnerships through a) effective and efficient management of a Matching Grant Facility (MGF) that promote investment in productive assets by private sector actors, Milk Collection Centres (MCCs), small-scale processors, small-scale farmers and feed entrepreneurs; b) support to procurement of breeding heifers and semen within the framework of the Dairy Revitalization Programme; c) affordable financial arrangements with Financial Institutions (FIs); and support to the refurbishment and modernization of the Aglabs laboratory for independent milk, feed and soil testing.

Main responsibilities

Develop criteria, mechanisms and systems for the operations of the MGF including procedures for soliciting, assessments, and approval of applications; Facilitate review and approval of grant applications, establish contracts with beneficiaries and monitor procurement of goods and compliance to procurement regulations and contractual obligations within the framework of the Action; Facilitate review of finance opportunities for DVC Actors available on the market, negotiate with Financial Institutions (FIs) about appropriate financial products for the development of the DVC and seek to establish financial arrangements within the framework of the MGF; In liaison with the management of the Dairy Revitalization Programme (DRP) develop mechanisms and systems for procurement of heifers and semen within the framework of the Action and review criteria for selection of beneficiaries and contractual arrangements with the recipients of the heifers and the semen; Within the framework of the Action, develop and facilitate a cost sharing arrangement with ZDIT for the refurbishment and modernization of the Aglabs laboratory and facilitate procurement of required equipment; Prepare periodic plans and activity reports as may be required by the management; Attend Project Management Team Meetings and We Effect staff meetings; Participate in Value chain actor meetings as may be required from time to time; Communicate on matters of interest to dairy value chain actors and other stakeholders; Produce information and articles that may be required from time to time for the Project Web-site and news-letter; Carry out any other duties assigned by the Project Coordinator.

Qualifications

Degree in economics, agribusiness, agricultural marketing, or related field; 5 to 10 years of experience from business management in the dairy sector, development and assessment of dairy business plans or similar agro-oriented enterprises; Good knowledge about small-scale and ‘green’ technology needs by dairy value chain actors; Computer literate and excellent written and oral communication skills; Clean Class 4 driving license and ability to travel in-country.
