POSITION: MANAGER AIRWORTHINESS

 

*Reporting to the DIRECTOR OF FLIGHT SAFETY & STANDARDS

 

 

Location: Head Office

 

 

Job Purpose

 

 

To ensure safe and reliable air travel through formulating, deploying, and monitoring strategies for aircraft compliance with certification requirements; airlines; training; maintenance organizations and airmen with global trends, the Civil Aviation Act [CAP 13:16], applicable Regulations, related Policies and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS).

 

 

Duties and responsibilities

 

 

*1. State Compliance Strategy and Legislation Development

 

 

– Formulate and monitor strategies for compliance with ICAO standards in Airworthiness.
– Define key safety performance indicators for airworthiness in alignment with the State Safety Program.
– Develop and update national airworthiness regulations.
– Implement safety management policies in accordance with ICAO standards.
– Analyze aviation safety performance and suggest remedial actions.
– Establish coordination systems for reporting airworthiness issues.
– Oversee compliance monitoring as part of the ICAO Continuous Monitoring Approach.

 

 

*2. State Risk Management and Resolution of Safety issues

 

 

– Develop a risk profile for the aviation sector to prioritize monitoring.
– Enhance safety management systems to mitigate risks.
– Provide training on risk management protocols.
– Determine enforcement actions regarding certifications and approvals.

 

 

*3. Airworthiness Policy, Standards, and Safety Oversight

 

 

– Develop and implement an annual airworthiness oversight program.
– Develop and implement robust policies for the certification of aircraft, maintenance organizations, and air operators.
– Create airworthiness training programs and oversee their execution.
– Issue mandatory information to address unsafe conditions.
– Establish technical standards for aircraft registered in Zimbabwe.
– Ensure qualified airworthiness technical personnel in line with ICAO Standards.
– Create technical guidance for inspectors and the aviation industry.
– Manage safety and aircraft reliability programs.

 

QUALIFICATIONS

 

 

● ICAO Type II Aircraft Maintenance Engineering Licence with at least two ratings plus 4-year Apprenticeship in Aviation Maintenance with National Diploma in Aircraft Maintenance Engineering and Journeyman Class One

 

 

Or;

 

 

● Aeronautical Engineering Degree from a reputable institution and ICAO Type II Aircraft Maintenance Engineering Licence with at least two ratings
● In addition to either of the Qualifications cited above the candidate must have:
➢ Government Safety Inspector Airworthiness Certificate,
➢ Manager’s Compliance with ICAO SARPS.? Aircraft Accident Investigation Certificate;
➢ Safety Oversight Manager’s Certificate;
➢ Universal Safety Oversight Continuous Monitoring Approach Training (USOAP)

 

 

EXPERIENCE

□ 15 years’ experience in a CAA regulatory environment of which 5 years must be at management level;or
□ 3 years’ experience at Senior Airworthiness Inspector level in a CAA Airworthiness department.
