1. MANDATE OF APPOINTING OFFICERS OF PARLIAMENT
Section 154 of the Constitution of Zimbabwe stipulates that the Clerk of Parliament and other Staff
of Parliament are appointed on terms of conditions of service approved from, time to time, by the
Committee on Standing Rules and Orders (CSRO) are Public Officers, distinct and separate
from the Civil Service. These appointments are on an open, performance-based contracts subject
to the provisions of the Officers of Parliament (Terms of Service) Regulations, 2018, as amended
from time to time.
Applications are, therefore, invited from suitably qualified and experienced Zimbabwean citizens
below the age of fifty (50), with a clean disciplinary/criminal record, to fill the following vacant
positions

Reports To: Assistant Counsel to Parliament
Location: Counsel’s Office

Job Description
 Drafting private Members’ bills and advising Honourable Members on the same.
 Rendering legal opinion to Presiding Officers of Parliament, Members of Parliament and
the Administration of Parliament on various issues concerning parliamentary work.
 Preparing discussion papers, and memoranda and conducting research on legal matters and
other issues that may be brought to their attention for comments and opinions.

 Assisting Members of Parliament to scrutinize Bills and drafting proposed amendments to
Bills before the House.
 Drafting rulings on Points of Order raised by Members of Parliament in the House, and
announcements for use by Presiding Officers.
 Providing litigation management services in instances wherein the Parliament, Presiding
Officers or the Administration of Parliament are cited.
 Attending to legal research with a view to making proposals to the Law Development
Commission for law revision.
 Providing legal advice to the various Parliamentary Portfolio and Thematic Committees on
their parliamentary work.
 Scrutinising Bills and Statutory Instruments before Parliament to ensure that they are not
repugnant to the Constitution of Zimbabwe and other existing laws.
 Determining the admissibility of Petitions submitted to Parliament under the guidance of
Section 141 of the Constitution, as read with Standing Order 186 and Appendix D of the
Standing Rules and Orders of the National Assembly.

Minimum Person Specification
 A Bachelor of Laws Degree
 Registration with the Law Society of Zimbabwe is a must
 Strong interest in, and thorough knowledge of Constitutional, Commercial and
Administrative Law
 Competence in legislative drafting is an added advantage
 Excellent written and communication skills
 The ability to work under pressure
