1.INTERNAL AUDITOR -GRADE 10.

Reporting to the chief executive officer

Qualifications and Attributes

  • A Degree in Accounting/Finance/Business studies or holderof full CIA/ CIS/ CIMA
  • Relevant professional courses are an added advantage.
  • At least 3 years experience in accounting, audit and financial management.
  • Be Computer literate / familiar with Pastel V12, Quantrix, and other accounting packages.
  • At least 35 years and above.
  • No criminal record.
  • Clean record of local authority work experience would be a distinct advantage.
  • A clean class4 drivers’ license.

DUTIES AND RESPONSIBILITIES.

  • To do spot checks of all Council activities and perfect systems daily.
  • Check adherence to  Council regulations, Budget deadline, statues, regulations, policies, procedures and plans in all departments daily.
  • To critically analyse the expenditure patterns with a view of ensuring that Council receive value for money on all expenses.
  • To write departmental monthly reports and to immediately address, correct requirements daily.
  • To bring up areas of correction, check all registers, assets and submit activities performed/done weekly
  • To coordinate internal and external audit
  • To submit confirmation statements of adherence to deadlines monthly.
  • To perform any other duties that may be assigned from time to time relating to council operations.
  1. PROCUREMENT OFFICER -GRADE 9.

Reporting to the chief executive officer

Qualifications and Attributes

  • A Degree in Purchasing and Supply or relevant professional qualification in procurement from a recognised institution or equivalent.
  • At least 2 years post qualification experience in purchasing and supply.
  • Be Computer literate.
  • At least 35 years and above.
  • No criminal record.
  • Clean record of local authority work experience

would bea distinct advantage.

  • Acleanclass4drivers’license.

DUTIES AND RESPONSIBILITIES.

  • Preparing Annual Procurement plans in line with the organisation’s annual budget.
  • Advising the Chief Executive Officer, Procurement Management Unit , Evaluation Committee and Council management in all procurement issues
  • Liaising with the Procurement Regulatory Authority of Zimbabwe on issues to do with procurement.
  • Ensuring compliance with the Public Procurement and Disposal of Public Asserts Act (Chapter 22:23) and other regulations published byPRAZ.
  • Championing the development and implementation of the procurement plan for Council.
  • Managing all procurement and contracts (tenders)
  • Adopting appropriate procurement methods.
  • Preparing bidding documents in compliance with provisions of ProcuringAct
  • Designing the contract specifications and evaluation criteria
  • Preparing bid noticesand shortlists
  • Managing bidding processes, bidding meetings, clarifications and the receipt and opening of bids.
  • Managing the evaluation of bids and any post qualification negotiations required
  • Preparing evaluation reports , including contract award recommendations
  • Submitting all evaluations to the Accounting Officer
  • Preparing contract documents and amendments
  • Liaising with the relevant departmental Heads on procurement related matters.
  • Preparing procurement reports and submitting to the Accounting Officer.
