About Victoria Falls Offshore Centre Limited (VFOC)
VFOC has been tasked to develop and implement an International Financial Centre in Victoria Falls. An international financial centre allows Zimbabwe to attract investment into Zimbabwe by offering incentives and regulations that are different from the mainland. This model has achieved great success in many countries including Kazakhstan, Qatar, and Dubai.

Position Overview
The main role of the ICT Officer is to deliver an integrated website that allows the processing of participants to the international financial centre. The other role is to enable the delivery of effective and secure IT systems and contribute to the development and implementation of IT standards and policies.
Principal Duties
- Manage the overall technology infrastructure for VFOC, including planning, implementation, and management of the software applications and hardware infrastructure that support operations.
- Liaising with relevant technology service providers.
- Proposing design improvements to the VFOC’s ICT architecture and working with the ICT Business Partner to integrate requirements into the ICT strategic framework.
- Support and contribute to IT-related tasks or projects through the implementation of appropriate technologies and solutions.
- Providing user training on common business applications and use of systems.
- Undertaking such other duties as may be required to support the delivery of the ICT strategy and the VFOC’s business plan.
Qualification and Experience
- A degree in Computer Science or equivalent from a reputable university
- A minimum of 5 years experience in a technical ICT role, preferably in a financial services environment.
- Excellent technical knowledge of and experience with a variety of technologies including computer languages.
Competencies and Skills Required
- Good written and oral communication skills in English
- Excellent interpersonal skills with the ability to convey information clearly to users and grasp perceived difficulties.
- Excellent diagnostic skills and ability to exercise good judgment in the resolution of problems.
- Ability to multi-task and prioritize to meet deadlines.
- Ability to learn on the fly and stay up to date with the latest technology.
