Position Summary

The Human Resource Officer is responsible for implementing, maintaining and sustaining Human Resources policies and practices for the purposes of maintaining a favourable industrial relations climate and high employee productivity. The policies include recruitment, staffing, training and development, performance evaluations, leave management, employee discipline and grievance handling, payroll, pensions and employee benefits management and Employee wellness.

 

Duties And Responsibilities

Work closely with various departments, in a consultancy role, to assist line managers and employees to understand and implement policies and procedures, such as leave management, performance management, whistle-blower, HIV Policy, child Protection etc.
Prepare comprehensive monthly HR reports highlighting key issues for SMT attention and proffer recommendations
Ensure all employees acknowledge, access and understanding of the relevant HR Policies
Lead and coordinate the Recruitment of non -managerial posts and casual labour in accordance with OPHID recruitment policies
Ensuring all line managers/supervisors implement and maintain the performance management system for the purpose of building a high-performance culture.
Advise managers/supervisors on the appropriate approach to be used in sound performance management including inducting new supervisors and managers on their expectations on managing employee performance.
Coordinating probation review for all new employees
Ensuring that employees are trained on all policies in line with donor requirements and expectations
Monitor and check the leave analysis schedule and advises Managers on the leave plan.
Provides industrial relations advice and guidance to supervisors and heads of departments with respect to discipline and grievance handling
Ensure that all disciplinary and grievance cases are managed in accordance with the relevant code.
Ensure the efficient administration and processing of employee salaries and related benefits as well as the proper and effective administration of statutory and non-statutory returns as provided for in terms of the law and standard organisational practices

 

Qualifications And Experience

Person Specification

A degree in Human Resources/Industrial Relations
An IPMZ Diploma is an added advantage
At least 3 years post graduate experience in the Human Resources department
Knowledge and experience in Belina Payroll is a district advantage
Proficiency in computer packages
Good verbal and written communication skills
Proficiency in MS Office suite (Excel, Word, PowerPoint, Outlook), and online collaboration technologies.
