The HRO shall oversee, as a team player, the planning and implementation of the Human Resources function which include but is not limited to: –
Duties and Responsibilities
Recruitment and Selection to meet Authority’s workforce demands;
Instituting a Career Management and Succession Plan for Head Office and its Strategic Business Units (SBUs); Coordinating Staff Training and Development Programmes both internally and externally;
Undertaking a continuous Review of the Authority’s Conditions of Service;
Instituting a safe and healthy working environment at both the Head Office and SBUs;
Creating and administering human resources Health and Pension Funds through fund Managers;
Instituting a competitive staff remuneration and incentive system to retain competent staff; Strengthening the Performance Based Management System through focus on results/ yields to enhance output at both Head Office and Estates/Partnerships level with key management positions signing to Performance Driven Contracts;#vacancymailEnsuring periodic undertakings of Job Evaluation for all Grades;
Computerizing all human resources record systems for Head Office and SBUs; and Managing the Employer-Employee Relations.
Qualifications and Experience
Attributes
Strategic, Human and Information & Communication Technology (ICT) skills;Champion of Change Management;Compliance with Corporate Governance Principles;Budgetary Control – Performance Management and Measurement;Well versed with Litigation processes and procedures when dealing with Lawyers on Human Resources matters.
Minimum of a Bachelor’s Degree in Human Resources Management from a recognised University plus a related Professional Qualification e.g. Institute of Personnel Management-Zimbabwe (IPMZ); An MBA/MBL will be an added advantage; Candidates should have a minimum of traceable five (5) years of Professional Experience at management level or higher; Excellent report writing and presentation skits;
Higher level of professionalism and demonstrable ability to handle confidential information; Strong organisational skills that reflect the ability to perform and prioritise multiple tasks; and Proficient with Information and Communication Technology.vm
