REPORTING TO: TOWN CLERK
Applications are invited from suitably qualified and experienced executives for appointment to the above vacant position in the Human Capital Department.
JOB PURPOSE
The position exists to provide overall leadership in the provision of strategic human capital support to City of Harare to enable sustainable service delivery in line with its mandate. The incumbent shall achieve this through structured human capital planning, resourcing, compensation and talent development interventions in an industrial environment of mutual trust and harmony.

KEY SPECIFIC DUTIES
-
Guide council in determining its strategic, mission-critical and value driven human capital infrastructure that supports the City’s strategic objectives.

Lead the human capital management function in setting the City’s short, medium and long-term human capital goals across the human capital value chain.

Provide leadership and counsel in the formulation of broad human capital strategies and policies relating to strategic human capital planning, sourcing, development, compensation and productivity.

Lead the organization and its internal stakeholders in the co-creation of an organizational context that promotes optimum industrial harmony, innovation and productivity.

Assist the Town Clerk and Heads of Departments in setting corporate and departmental performance benchmarks in line with Whole of Government Performance Management Framework.

Ensure that Human Resources Policies and Procedures fully support the organization’s mission.

Ensure optimum staff engagement through effective communication to all staff through the organization’s engagement platforms.

Ensure maximum staff motivation and growth through structured and competitive remuneration and retention strategies.

Promote organization growth and sustainability through a fair, transparent and structured succession planning framework that promotes horizontal and vertical talent mobility

Oversee the design and implementation of the City’s organizational structure, performance management policy and strategy.

Oversee the modernization of human capital policies, systems, processes and procedures in order to improve transparency, accountability and effectiveness in line with best practice.

Coordinate Change Management initiatives across council and ensures integration across functions.

Provides prompt and professional human capital advice to council and management
QUALIFICATIONS AND EXPERIENCE
-
First Degree in Social Science/Administration/Human Resources or equivalent
-
An MBA/EMBA/MBL/MPA/MSc or equivalent a must.

Full IPMZ Membership a must
-
10 years relevant working experience with at least 5 years at senior management level in a public sector environment.
-
Thorough practical knowledge of labour legislation, gender and inclusion best practices.
-
Demonstrable Experience in managing huge human capital budgets will be an added advantage.

Clean Class 4 Driver’s Licence a must
