POST: HEAD VALUATIONS AND ESTATES (1 POSITION)

REPORTING TO: TOWN CLERK
Applications are invited from suitably qualified and experienced persons for appointment to the above executive vacant position.
JOB PURPOSE
The primary responsibility of this position is to ensure the smooth functioning of the division through creation and balances of all work done by the valuation and estates division. The incumbent shall be responsible for providing strategic leadership and technical direction in the valuation and administration of Council’s commercial immovable property portfolio. The role ensures that valuation and estates policies, programmes, and practices are aligned with Council’s strategic objectives, while safeguarding fairness, transparency, and compliance with statutory requirements.
KEY DUTIES
- Oversee, implementation and review of strategies, programs, policies, guidelines and regulations on Valuation and Estates Management and ensure that they are in sync with the council’s strategic plan.
- Provide high-level technical expertise / advice on capacity building, knowledge building and policy matters on valuation of council immovable property to the Town Clerk.
- Superintend over the provision of the market value of land, buildings, residential and commercial property for council.
- Recommend policy decisions on the Estates and valuations for rating issues for the division.
- Forecast future land needs and recommend land and property requirements to ensure proper land distribution.
- Facilitate commercial land allocation guided by the council laws to ensure land is allocated fairly.
- Managing Council properties within the Municipal boundary and in other neighboring local authorities
- Liaise with relevant Government Ministries, parastatals and Council Departments on matters relating to property valuation and estates management
- Manages the City’s land bank and ensure it is up to date.
- Liaise with external Property Valuers for city-wide updating of the valuation roll to maximize property tax collection thus enhance revenue collection.
- Foster a collaborative working approach, with internal or external staff to increase productivity.
- Manage contractors employed for a specific purpose so as to maintain expected standard of work.
- Give professional advice to subordinates on matters relating to the administration of valuation rolls.
- Represents the Division at Relevant Council Committee and other meetings.
QUALIFICATIONS AND EXPERIENCE
- A degree in Valuation and Estates Management/Property Development or equivalent
- Relevant Post Graduate qualification
- Full member of a recognized professional body i.e Estate Agents Council, Associate Membership of the Real Estate Institute (REIZ), Membership of the Valuers Council of Zimbabwe.
- Clean Class Four Driver’s License a must
EXPERIENCE
At least 7 years relevant working experience with at least 3 years at senior management level.

REMUNERATION AND EMPLOYMENT CONDITIONS
- A competitive executive remuneration package will be disclosed to the successful candidate.
- The successful candidate shall be on a 5-year renewable performance based contract and this is appraised on an annual basis
